Ana Oros Daraban, 43, was mauled by dogs on Saturday while jogging in the Lacul Morii area of Bucharest. It was there that she was attacked by a pack of dogs less than a year ago. She was seriously injured but escaped with her life, rescued by two cyclists. At the same time, the government takes over its responsibility. A document sent by ASPA to Mayor Cyprian Czuk shows that in September, when the staff of the facility went to collect the dogs from Lakul Moriy, they were prevented by the local police.

In an appeal dated 30.09.2022 to Local Police Sector 6 and Mayor Cipriana Chuku, ASPA informs that after the incident in April, when Ana Oros Daraban was attacked by a pack of dogs, and also taking into account further reports from the people of ASPA crews were instructed to take a new course of action.

The agency says it managed to catch 11 dogs in the field after the action, but when the ASPA teams arrived at the bike path, the local police sector 6 team allegedly chased the dogs onto the track and asked the ASPA team to leave. area, saying he was not allowed to be there.

District 6 City Hall said on Saturday that the local police of the sector had not received reports of dogs in the Lakul Moriy area and that the only agency that should observe and collect the dogs is the Animal Protection and Supervision Authority (ASPA). . The City Hall also claimed that the land on which the victim was attacked is private – it would belong to CAP, and the appropriation was carried out by the Kyazhna authorities.

  • “The land belonged to CAP, and the allocation was made by the Kyaina authorities. Currently, it is owned by three people.
  • The sectoral town halls do not have any responsibility for euthanasia, the only institution authorized to control and collect Maidan dogs in the administrative-territorial radius of Bucharest is the Animal Supervision and Protection Authority (ASPA), subordinate to the General Town Hall.
  • Despite this, the Sector 6 local police support ASPA. They hold joint promotions every week. In addition, last year the teams were accompanied by the local police in the Gilulesti Syarbi district as part of an information campaign on animal sterilization.
  • There were no reports of stray dogs in the area of the tragedy to the local police of District 6. However, on an almost daily basis, ASPA is requested by the local police to intervene to catch stray dogs from other areas, especially those on the border with neighboring communes.
  • Last year, 53 messages were sent, and from the beginning of 2023 – 36 more,” the City Hall of Sector 6 claims.

ASPA, for its part, claims that it will not be able to cope on its own without the support of the local police.

  • “We know very well that there was also an incident last year in April. It seems that this is the same woman who was bitten by the dogs then.
  • From that moment until today, ASPA has held dozens of actions on this territory, on all the streets adjacent to this field.
  • We have taken over 120 dogs from these streets since last April, between that incident and now.
  • I have reported to other authorities because this stray dog problem is not just an ASPA problem.
  • We have said it and we will say it again – admiration does not solve the cause, but the effect. We pick up dogs found on the streets at that time, but if we do not act in a joint effort with other institutions to take measures to prevent similar incidents, unfortunately we will face similar incidents in the future,” said the spokesman. ASPA, Catalina Trenescu, reports News.ro.

To the question of which institutions we are talking about and what measures can be taken, the ASPA spokeswoman answered:

  • “It is far from me to ping-pong between institutions, because it is not something that can help one way or the other, but there are real things that relate to the competence and powers of each institution, and it needs to be said. “
  • She wanted to emphasize that ASPA is responsible for the management of stray dogs in public access in Bucharest, but this institution must have the support of the local sectoral police, the National Police, which has powers vis-à-vis ASPA, namely to check dog owners, animal owners if these dogs chipped in accordance with the law, if they are spayed, if they are kept in a private area properly fenced so that they do not have access to public space.

On Saturday morning, Ana Oros was attacked by a pack of 7-8 dogs while she was jogging in the Lacul Morii area of Bucharest. She was also attacked there less than a year ago. Last April, she was bitten while jogging near Mill Lake Dam. Then she was saved by two cyclists who were passing through the area at that time. He was hospitalized with multiple head and limb injuries.

On Saturday, according to court sources, a citizen saw the woman being attacked by dogs from afar, but when he arrived, it was already too late. He called 112, but the medical team that arrived at the scene only succeeded in declaring death.
