
The Animal Supervision and Protection Office, an institution under the Metropolitan City Hall that deals with stray dogs, had a budget of 17.8 million lei in 2022. This year’s budget proposal is 20.4 million lei. What did the institution spend the money on?
In 2022, out of 17.8 million lei of the budget, personnel costs amounted to 5.4 million lei, according to the budget published on the website of the capital city hall. 1.6 million lei were spent on animal feed, and another 1.4 million lei were spent on medicines and utilities. Other goods for maintenance and operation – 5.1 million lei.
Investments amounted to about 2.9 million lei, the main amount was allocated for the consolidation of two bodies in the Palladi asylum – 2.3 million lei.
In 2023, ASPA’s proposed budget is 20.4 million lei. The budget has not yet been approved by the General Council.Personnel expenses amount to 5.4 million lei. Animal feed is 1.6 million lei, and another 1.4 million lei is medicine and utilities. Other goods for maintenance and operation – 5.1 million lei. The investment amounts to 2.5 million lei, most of which is aimed at modernizing dog shelters.
Who runs ASPA
ASPA’s general director is Georgiana Konstantina Preda, according to the institution’s website. We don’t know what his education is because his resume is not on the website. The only information found is that in 2020 Georgiana Constantina Preda ran for the local council of District 1 for PSD.
Georgiana Constantina Preda became director of ASPA after former director Andrej Mina Dragici, appointed by the PSD administration in August 2018, resigned last summer. Before becoming Director General of ASPA, Georgiana Preda was Deputy Director General.
Mayor General Nikušor Dan announced last summer that director Mina Drăhici had resigned, but did not say who would take his place. At the time, Nikushor Dan said the resignation marked the end of a “mandate during which state resources have gone instead to PSD’s various political clients, to the detriment of the animals in ASPA’s care.” He accused the former director of ASPA of managing the institution’s budget “like his own pocket” and accused him of losses of almost 500,000 euros.
The general director’s basic salary is 16,917 lei, to which is added an allowance for harmful working conditions of 1,456 lei. The declaration for 2021 shows a net income of 120,520 lei, which means about 10,000 lei/month.
ASPA’s Deputy General Director is Catalina Trenescu. The basic salary of the deputy director is 14,919 lei, to which is added an allowance for harmful working conditions of 1,907 lei.
There are 89 positions in ASPA’s organizational structure, of which 17 are management positions. About 60 of them are employed. In fact, 13 to 15 people are engaged in catching dogs. Otherwise, most of them deal with dogs in shelters, adoptions and administratively.
The head of the office for handling stray dogs has a basic salary of 9,690 lei, to which is added an allowance for working in harmful conditions of 1,238 lei.
A driver has a basic salary of about 4,000 lei, and an unskilled worker from the intervention department about 3,700 lei, to which is added an allowance for harmful working conditions of 500 lei.

It will be recalled that a 43-year-old woman died on Saturday after she was attacked by a pack of dogs while jogging in the Lacul Morii area of Bucharest. This is the same woman who was hospitalized in critical condition in April last year after being attacked by dogs in the same area.
