Under the current Capital Ring Road, in the A1 – Chitila area, a pedestrian bridge has been built, which seems to lead nowhere – currently it practically cuts into the railway track. Moreover, one of the pillars of the pedestrian bridge is apparently built in the first lane of the Ring Road, and the road suddenly narrows from two lanes to one and a half.
The Romania Fără Gropi community page reports on the situation.
At the moment, in theory, work on the modernization and expansion of the lane is not yet ready, although the contract for implementation was signed back in 2011, and traffic was opened without many safety features and without a layer of wear and tear back in 2017.
CNAIR Clarification: These are two different projects. The markings will be redone urgently and two lanes will be left in each direction
HotNews.ro asked the Road Company for an explanation of the situation, and CNAIR spokesman Alin Sherbenescu said that the situation will be urgently rectified by DRDP Bucharest, that the axis of the road will be moved so that there are two lanes. movement in each direction, without constrictions, and also explained where the structure that now obstructs movement came from.
He explained that it practically exists discrepancy between two different projects: modernization and expansion of the Ring Road and placement of footpaths, both projects are carried out by Maxi Design, but implemented by different developers.
According to him, on the relevant section of the DNB (A1-DN7), the contract for the performance of works with the company Delta ACM 93 regarding the expansion to 4 lanes per direction is still ongoing, the work has not yet been completed. The original contract was terminated, but the court disagreed with the termination and reinstated the contractor, but this company is now insolvent and has not returned to the site.
According to the DNCB 4-lane expansion and modernization project, a bus stop with a canopy was designed at that place, and mark the entire road accordingly. Only for the bus stop that has not yet been completed, another separate project provided for the construction of a footpath – a pedestrian bridge that was built by another developer in 2022 and on which the stairs are still being completed.
However, at the level of the carriageway, the markings were not carried out according to the original design, they are temporary (some are yellow) and will now be removed, and a separate parapet will be installed on the axis of the road, says Sherbenescu. .
“A four-lane ring road was introduced according to the projects between the piers of the pedestrian bridge, but who now laid the parapet and who once applied the markings did not determine how the axis of the road should be,” says the spokesman. from CNAIR.
Google Street View (pictured below) has several images taken during 2022 that show work on the footbridge, and from August 2022 there is also an image of a bollard blocking traffic in the area. However, only now is the government mobilizing to rectify the situation.
Ilfov police also came to the line
“The Ilfov Road Police Service notified itself on January 13 that there are deficiencies in the systematization and road signs in the relevant area, caused by the implementation of works that are being carried out for the location of the street. appropriate footpath,” he informed the Public Relations Department of the Ilfov County Police Inspectorate.
In this context, the police of the Ilfov road service asked the road administrator, according to the Bucharest Regional Directorate of Roads and Bridges and the executor of the works, to order measures to restore the geometric elements of the road (the width of the lane), in the area affected by the works.
“Also, the police asked to correct the identified deficiencies to finalize/rework the horizontal and vertical road markings in the specified area to ensure the safe movement of vehicles and pedestrians,” the police report.
