For two of the three exits from the Greenfield microdistrict proposed in 2017, the developer of the microdistrict did not submit any documents to the capital city hall for the approval of the urban planning documentation necessary for the construction of the road, noted the general. capital city mayor Nikushor Dan on Wednesday. For the third road, the Okruzhna exit, the developer submitted full documentation only in December 2022.

Nikushor Dan says that after the chief architect of the capital gives permission for urban planning, he will propose to approve the project in the General Council.

  • “There was a PUZ in 2019 (not for the expansion of the microdistrict by another 50 blocks), which did not provide for any other exit from the microdistrict, and there were, starting in 2019, three requests from the developer for three exits to the street. Kiltseva page
  • Among these three projects, in 2019, the capital city hall gave a so-called preliminary conclusion. This is a document issued by the capital city hall, which tells the investor what approvals to obtain from other institutions.
  • With this preliminary approval, the investor applies to all institutions, network owners, ministries that are nearby, environmental approval and returns to the capital city hall to get the approval of the chief architect, with whom the mayor goes to the Council and asks for a vote of the PUZ. For two of the three projects in 2019, the investor did not return to the capital city hall, so he did not receive approvals, and for the third he came for the last time, after several discussions at the Technical Commission, he submitted full documentation in December 2022.
  • On the basis of this documentation, when the opinion of the chief architect is available, I will propose to the General Council the approval of this PUZ,” said Nikushor Dan.

He says that in the first PUZ, which approved the microdistrict, two exits from the microdistrict were proposed, in addition to the exit to Teishani Avenue, but the investor did not take steps to build them.

If I’m not mistaken, two exits are provided for in the 2007-2008 PUZ. No action was taken for these two exits. There is an investor who had an obligation from 2008-2007 to build two roads to the ring, which he has not yet done. He asked for the approval of the roads in 2017, he promised them in 2007,” Nikushor Dan said.

As for the eventual road through Pedura-Banyas, the mayor-general says he disagrees.

“As I said, I do not agree with a permanent paved road through the forest. This is how the Zonal Urban Development Plan should be, which I will never initiate, because there is a forest there,” said the mayor.

Regarding the temporary access, Nikushor Dan says the Sector 1 City Hall has been tasked with obtaining the rights to manage the road from Romsilva and once the procedure is completed, as the post administrator, it will temporarily open the road until another access is made in the Greenfield area.

“Temporarily, the General Council instructed the mayor of Sector 1 to obtain the right of management and thus be able to change, as an administrator, the function of this piece of land in the manner of temporary circulation. This is a matter for which the mayor of Sector 1 is authorized,” Nikushor Dan said.
