The National Anti-Terrorism Prosecutor’s Office (PNAT) has not yet opened an investigation into the killing of three Kurds in Paris on Friday due to a lack of evidence linking the suspect to far-right ideology, reopening the debate on the border between common law and terrorism, AFP reports.

The threat of far-right attacks has “increased” in recent years and is “being taken very seriously”, according to a counter-terrorism judge. Since 2017, the anti-terrorist center in Paris has opened a dozen proceedings regarding this ideology.

In order for Pnat to act, it is necessary to “characterize the specific intention of the author, which consists in joining a terrorist action,” he said. Therefore, it is not necessary to analyze the consequences of the act, but the intent of the perpetrator, the goal he pursued.
