
The first two sections of the “Uniriy” highway A8 Tg. Mures – Iasi – Ungheni will be put up for auction after the Highways Company sent for review the documentation to start the design and implementation procedures of about 55 km on the sections of Tirgu Mures – Merkur Nirajului and Legin – Tirgu Neamts (Motsa). .
On Wednesday, 12/21/2022, TsNAIR submitted to ANAP the tender documentation for the launch of design procedures and implementation of public procurement for:
- Tirgu Mures – Tirgu Neamts highway, Section I: Tirgu Mures – Merkur Nirazului and connection to the A3 highway – 24.4 km (including a connecting road 2.4 km long)
- Tirgu Mures – Tirgu Neamts highway, Section III: Legin – Tirgu-Neamts – 29.91 km.
The duration of each contract will be 30 months, of which 6 months in the design phase and 24 months in the execution phase.
The two contracts will be financed from non-refundable European funds through the PLAN NATIONAL RECOVERY AND RESILIENCE (PNRR), says CNAIR, but it is worth clarifying that the works through the PNRR must be fully completed in 2026, otherwise they will not benefit from the allocated funding.
According to CNAIR, ANAP has a maximum of 10 days, by law, to complete the review of the award documentation.
After the review of the award documents, CNAIR will be able to issue Notices of Participation related to the design and works contracts, which will set the date for submission of proposals.
How much are two projects on A8?
CNAIR did not specify what the estimated auction value is for the two contracts.
Instead, Transport Minister Sorin Grindeanu announced two days ago what were the general values approved by the government in the form of technical and economic indicators for the two parties.
- For the Section Tirgu Mures-Mierkurya Nirajului (22 km), which will pass through the county of Mures, is highlighted 3.64 billion lei. 16 bridges, 16 crossings and 4 boxes will be built here, to which a connecting road with A3 (2.39 km) will be added.
- For the Section Legin-Tirgu Neamts (29.91 km) – which will pass through the counties of Neamts and Iasi – the allocated amount is 2.51 billion lei. 13 bridges, 11 passageways and 2 viaducts will be built on this site.
Race against time to get the ends of the A8 Tirgu Mures – Tirgu Neamt ready by the deadline for the PNRR projects
The A8 “Unirii” highway is almost 211 km from Tirgu Mures (junction with A3) to Iasi and Ungheni, on the border with the Republic of Moldova. The sections from Tirgu Mures to Merkur Nirajului (approx. 25 km) and from Legin to Tirgu Neamts to Moc/DN2 (approx. 30 km) are funded by the PNRR, a short-term plan developed by the EU for post-pandemic restart. Mandatory condition: implementation of projects by 2026.
In the current environment, with the tender just starting, with a lead time of 30 months (6 months of design + 24 months of execution), the chances that the two sections will be fully ready by the deadline are slim and largely depend on the development of the contracts and quick resolution of possible problems and blockages on this path.
