James Rubin, 62, was Secretary of State Madeleine Albright’s press secretary from 1997 to 2000, during the administration of Democratic President Bill Clinton.

Prior to his appointment as GEC coordinator, James Rubin was an adviser to the secretary of the Organization for Economic Co-operation and Development (OECD).
