  • US officials said on Tuesday that they had “not authorized” Ukraine to attack targets in Russia following a series of drone attacks on military facilities deep inside Russian territory. “We did not encourage or allow Ukrainians to strike inside Russia,” State Secretary Anthony Blinken told reporters.
  • Russia said it was attacked at Engels Air Base, home to Russia’s fleet of strategic bombers, and in Ryazan, a few hours’ drive from Moscow. Ukraine has not directly claimed responsibility for the attacks. According to Russian reports, the strikes killed three people and damaged long-range bombers and a fuel depot.
  • According to the Russian-appointed mayor of Donetsk, Oleksiy Kulemzin, shelling by Ukrainian forces killed at least six civilians in the Russian-controlled city of Donetsk on Tuesday. As a result of the Ukrainian bombings, a member of the People’s Council of the self-proclaimed republic, Maria Pirogov, allegedly died.
  • The governor of the Sumy region bordering Russia, Dmytro Zhivytskyi, said that several people were injured after the Russians fired 226 shells at seven populated areas in a day.
  • President of Ukraine Volodymyr Zelenskyi visited troops near the front line in eastern Ukraine on Tuesday. Addressing the military later at the presidential palace in Kyiv, Zelenskyi said he had spent the day with the troops in Donbas and Kharkiv region.

  • Dmytro Peskov said that Moscow sees no prospects for negotiations “at the moment”. He added that in order to hold negotiations with potential partners, Russia must fulfill the goals of its “special military operation.”
  • The Ministry of Health of Ukraine appealed to the regional authorities with a request to consider the suspension of non-compulsory operations and hospitalizations due to power outages.
