In addition, according to data collected from city halls, an average of 4.8% of the population of the municipalities of residence in Romania would be accommodated in shelters. In the capital, 9.28% of Bucharest residents would find a place in a shelter.
For comparison, Finland and Switzerland have the capacity to shelter almost all of their residents, Denmark and Sweden – about 80% of the population, and Germany after the war in Ukraine began to modernize its shelters and increase the budget for civil defense.
