Only 798 government agencies out of a total of 2,776 appointed energy managers as required by the ministry Ministry of the Environment, which was issued last July, and an implementation circular from the Ministry of the Interior. Other bodies that have not yet appointed an energy manager are ELGA (Greek Agricultural Insurance), National Observatory, Demokritos National Natural Science Foundation, Hellenic Development Investment Bank, Hellenic Marine Research Center (ELKETHE), Greek National Committee of UNESCO, OAED.

In addition, more than 1/3 of the municipalities, namely 126 out of 325, have not declared an employee as an energy manager, however, it is worth noting that most of the large municipalities have begun to appoint a manager. In addition, many development companies and municipal entities have neglected to appoint an energy manager, and most school boards have not implemented a provision.

Its cost electricity for the state, 700 million euros were budgeted for 2022, however, it seems to have exceeded 1 billion euros. The increase is, of course, due to rising electricity prices and, according to government sources, cannot be covered by savings, since “in order to be at the level of the budget, we would have to have a savings of 30% – fifty%”. “However, it is necessary to limit energy consumption in the state both for practical purposes and because the state should set an example for citizens and businesses,” the same source notes.

An appropriate platform has been created for the declaration of both the energy manager and the administrative manager. Last September, the Ministry of the Interior announced incentives to achieve savings, for example, services that do not meet the goal of savings will not be included in the recruitment or mobility process.

In addition, those services that achieve 15% savings in energy consumption, i.e. 5% above the set target, will receive corresponding money in their budget for the next year, while achieving the 10% reduction target is a must, especially for services for which bonuses are provided. Sources in the Ministry of Internal Affairs noted that the corresponding calculations for achieving savings indicators will be made from the new year, emphasizing that the appointment of an energy and administrative official should have been made “yesterday”.
