Finland, which has applied to join NATO, has a history of wars with Russia, but the forested border zone between the two countries is marked only by signs and plastic barriers along most of its 1,300-kilometer length.

Finland’s government has announced since June that it wants to amend the country’s border legislation to allow the construction of barriers on its eastern border with Russia, a move aimed at boosting preparedness for hybrid threats that have emerged amid Russia’s invasion of Ukraine. The measure was also proposed by the border service after an influx of Russian citizens who fled to Finland to escape the mobilization ordered by Putin.

The bill, despite being challenged over EU asylum rules, was passed in July by a supermajority, allowing parliament to speed up the legislation. According to EU rules, migrants have the right to request asylum at any point of entry into an EU member state.
