Von der Leyen informed the President of Ukraine Volodymyr Zelensky about her plan in a telephone conversation on Sunday, according to the press release of the EC.

The total amount will be equivalent to EU financial assistance of up to 1.5 billion euros per month next year.

“Assistance in the form of extremely favorable long-term loans with interest coverage will also work to support reforms and Ukraine’s path to joining the EU,” the message says.

“The EU financial package will need to be combined with similar support from other major donors,” Brussels added.

In June, EU leaders decided to support Ukraine with nine billion euros to cover the country’s immediate financial needs after the Russian invasion.

Currently, three billion euros of loans have been allocated, another three billion must be transferred by the end of the year.

The EC’s press release did not clarify whether the remaining three billion would be part of the €18 billion offer, DPA noted.

Since the beginning of the war, the EU has provided financial, military and humanitarian aid to Ukraine.
