
Parliamentarians of REPER, a party of supporters of Dacian Cholos, submitted on Tuesday a draft of the Electoral Code, according to which they want mayors and heads of district councils to be elected in two rounds of voting, as well as to reduce the number of parliamentarians by increasing the representation rate.
Thus, in conditions where none of the candidates for the post of mayor or president of the district council has won the majority of the actually cast votes in the first round, a second round of voting is organized, in which the winner is declared the one who gets the most votes.
According to the legislative proposal, the representation rate for a deputy is 100,000, and for a senator – 200,000, which would make the total number of parliamentarians in national constituencies less than 300.
Regarding the diaspora, it is proposed that the number of senators and deputies be “proportional to the number of Romanian citizens living or living abroad, established on January 1 of the year preceding the year of parliamentary elections.”
Also, funding of parties from the state budget due to subsidies will decrease by 75%. Thus, it is proposed that the amount of annual allocations to political parties from the state budget should be no less than 0.0025% against 0.01% now and no more than 0.01% against 0.04% now of the gross domestic product.
“We have the opportunity to implement them in 2024 to make this year special in the history of Romanian democracy. If we lose this opportunity, we lose the chance for a new beginning, and my generation will end up debating the same issues in 2030 as our parents did in 2000 or 2010,” said RAP MP Andriy Lupu.
