Abortion rights have been at the center of political debate since the Supreme Court’s ruling last June that allowed each state to regulate its own abortion laws, effectively ushering in more restrictive state laws.

U.S. Sen. Lindsey Graham, a close ally of Donald Trump, praised his bill on Tuesday as offering a “consensus” solution to the problem.

By banning abortion after 15 weeks, America “would be federally aligned with the rest of the world,” the South Carolina senator said at a news conference. He repeatedly gave the example of France, where the period of voluntary termination of pregnancy is 14 weeks.

“To be as reckless as the French are is usually seen as a good thing,” the senator said with a laugh.

However, the bill leaves in place all abortion bans passed by a dozen conservative states since the Supreme Court ruling.

Much more moderate than many other Republican proposals on the issue, the bill gives conservatives an opportunity to sweeten their message to America’s overwhelmingly pro-abortion-rights electorate, less than two months before the U.S. midterm elections.

The draft law immediately caused indignation in the camp of the Democrats, who count on this issue to mobilize their electoral base in elections that are traditionally dangerous for the ruling government.

The text “would strip women of their rights in all 50 states,” said White House spokeswoman Karin Jean-Pierre.

“Make no mistake about it: Republicans will pass even more draconian legislation than this bill if given the chance,” House Speaker Nancy Pelosi added.
