In 2020, the Ministry of Finance did not develop a report on the justification of the increase in public debt and proposals for keeping this indicator at a stable level due to exceeding the threshold value of 45% of the share of public debt in GDP, in accordance with the provisions of the Law on Fiscal and Budgetary Responsibility, as shown in the report of the Accounting Chamber . This mainly happened when Florin Sitsu was the minister.

It should be noted that if we look at what the Government (PSD-PNL-UDMR) did recently, i.e. increased the salaries of state employees, they also do not comply with the law (although the second threshold of 50% of GDP has been reached). ).

It was also found that in 2020, government securities on the domestic market with a maturity of 1 year, issued under the FIDELIS and TEZAUR programs, in the amount of 1.213 billion lei were erroneously reflected/recorded in the section related to the maturity of the state Securities of medium or long-term size, in terms of the annual total account of direct government public debt.

According to the quoted source, they were not recorded in the accounting records, off-balance sheet (for 2020), and no reserves were created for the total amount of 2.31 billion lei for the two letters of guarantee granted to the economic operators Blue Air Aviation and TAROM, as well as for the Voluntary Guarantee Agreement (concluded on the basis of Article 11 of Council Regulation (EU) 2020/672 establishing a European instrument of temporary support to mitigate the risks of unemployment in emergencies SURE).

The accounting of direct local public debt as of December 31, 2020 does not reflect the accuracy and reality of the reported data, the balance of direct local public debt was reduced by 2.085 million lei, as a result of some registration errors.

At the level of the Ministry of Finance, a number of expenditures related to the public debt were made, but which were not recorded in this section. Thus, in 2020, legal aid services were spent in the framework of the “Medium-term notes” (MTN) program in the amount of 1.354 million lei.
