
METROREX SA will not be able to meet the estimated calendar to achieve the stages of the PNRR funding program for the M4 metro line, Gara de Nord – Filaret section, concludes the report of the Control Authority of the Ministry of Transport. Through the PNRR, this project has €299 million in funding, with a deadline for signing procurement contracts in 2023 and completion of work in August 2026.
According to the report of the Control Authority of the Ministry of Transport, cited by News.ro, it will be almost impossible for METROREX SA to meet the schedule to achieve the milestones set out in the PNRR for the M4 Bucharest highway – section 1 Gara de Nord-Filaret.
According to the monitoring group, it will not be possible to conclude contracts for 50% of the works in the 15th quarter of 2022, by conducting tenders and obtaining the necessary permits.
The Ministry of Transport’s watchdog also states that, although METROREX SA has benefited from the necessary funding to have a “mature” project that can be financed for implementation, the feasibility study is currently required to be updated in order to implement the funding from the PNRR for the construction of the M4 motorway : Bucharest – Section 1: North Station – Filaret, with the allocation of additional funds from the budget of Metrorex SA.
On August 1, Sorin Grindeanu said there was “less and less chance” of the PNRR-funded M4 Gara de Nord-Filaret metro line meeting its August 2026 completion deadline.
The tender for the first six stations has not yet been announced due to the fact that not all messages have been received from the capital city hall.
Grindianu argued that the PNRR could be changed in the sense of replacing this project for the M4 highway with two other backup projects for the rapid repair of the railway and the modernization of the Craiova-Calafat railway line.
- “During this period, I did not join the chorus of those who rightly spoke about the unsustainability of many projects that are part of the PNRR. This project looks the furthest from implementation.
- I am pessimistic about this project and its completion by the end of the PNRR funding period. I asked my colleagues from the metro and CFR to come up with a backup.
- I would like to see this project completed and funded, but I am a realist. There are projects that seem ripe for us to access these amounts. On the one hand, the increase of sums for quick victories, and on the other – Craiova – Calafat, but here I am waiting for an analysis,” said Sorin Grindyanu.
