The City Hall of the 4th sector transformed part of the sidewalk into the building. Shacks on the street and parking. We are talking about the plot near the Timpuri Noi metro station, where the institution has also arranged a parking lot in the green area. In the cities we admire, the trend is to design the roadway for pedestrians and cyclists.

The large sidewalk was significantly narrowed to accommodate a ramp to the newly constructed parking lot as well as several other parking spaces. There is about 1 m left for pedestrians. PHOTOS before and after.

A few weeks ago, the trees in the green area near the Timpuri Noi metro station were cut down and the entire surface paved over to make way for parking. According to data provided by the capital city hall upon HotNews.ro’s request, the municipality did not issue any deforestation notices, and the company engaged by the sector 4 city hall to carry out the work was fined 5,000 lei for illegal tree felling. .

The general adviser wrote on the Facebook page that this land will not even be subject to the district mayor’s office, since there was no decision of the general council on this matter. In addition, the land is the subject of several Act 10 lawsuits filed with City Hall.

  • “In the Environment Department – PMB, there were no requests from individuals or legal entities to issue an expert opinion for the vegetation located in the green area near the Timpuri Noi metro station.
  • Therefore, the Environmental Protection Agency has not issued an expert opinion for this location. On July 5, 2022, the local police officers of the Directorate of Control independently reported that clearance work was being carried out in the Timpuri Noi metro station area. After the inspections, the local police established that five trees were cut down without a nature protection permit.
  • According to Art. 2 HCGMB 304/2009 a fine of 5,000 lei was imposed for the illegal felling of five trees.
  • The fine was applied to a commercial company whose subcontractor is the City Hall of Sector 4,” said the response of the Capital City Hall to HotNews.ro’s request.

What the green zone looked like before and how it looks now

USR General Counsel Nicorel Nicorescu recently wrote on the Facebook page that these works are a major illegality done by the Sector 4 administration, as the land is claimed by former owners and there are disputes in court.

  • This is how PSD Mayor Mr. Daniel Beluce, Mayor of Sector 4, is taking private unregistered land “from japca” to completely concrete it and turn it into a paid parking lot.
  • For Beluca, it seems that there are NO laws in Romania! It is a green area (free from construction) located near the entrance of Timpuri Noi metro station.
  • The City Hall of Sector 4 appealed to the General City Hall with a request regarding the land plot, clarified the legal status of the land, and still gave an order for construction/concreting.
  • The land is claimed by the former owners on the basis of Law 10. Lawsuits are ongoing in the courts,” Nikorel Nikorescu wrote on his Facebook page.

The land was neither cadastrally nor officially registered in the ownership of the Bucharest Municipality, and there is no decision of the General Council to transfer the management of the land to Sector 4, also says the General Counsel.

“We all know that there is a shortage of parking spaces in Bucharest, but this fact does not justify turning the city into a dog-free village. Where will we end up if the authorities themselves, the local representatives of the Romanian state, do not respect the law? The mayor will “justify” the action, of course, with the need to rehabilitate the land, but concreting it and collecting illegal fees from someone else’s land is far from it. I hope that the authorities will take measures to solve this problem. My colleagues from S4 will take care of the notification of the authorities!” Nikorel Nicorescu wrote on the Facebook page.

In recent years, the City Hall of Sector 4 has turned several green areas into parking lots. One such example is the green zone opposite the Children’s Town, which HotNews.ro wrote about here.

Another example is the parking lot near the Children’s Palace. The City Hall of Sector 4 received a green zone for setting up a square, but concreted and arranged a parking lot on several hectares. HotNews.ro writes about it here.
