Following Russia’s large-scale aggression against Ukraine this year, the risk of nuclear war has been one of the main fears of Romanians, often expressed in public. How big is the nuclear risk in the Russian-Ukrainian war? Has President Putin become an untrustworthy leader, or has he used nuclear rhetoric to blackmail major powers?
To clarify this debate, PressHUB spoke with Liviu Horowitz, a nuclear security and policy expert at the influential German think tank Stiftung Wissenschaft und Politik (SWP).
In this capacity, Horowitz advises German politicians on foreign policy and security issues. Liviu Horowitz has completed several postdoctoral studies at prestigious universities in the world, such as the Free University of Brussels or the Johns Hopkins University in the United States, and holds a PhD from the Swiss Federal Institute of Technology in Zurich. Horowitz is from Timisoara.
