The penalty dropped Sainz from 4th to 6th, while Lando Norris (McLaren) and Fernando Alonso (Aston Martin) moved up to 4th and 5th respectively.
Hamilton lost a position (he ended up 8th, giving way to team-mate George Russell), while Lance Stroll (Aston Martin) moved up to 9th and Gasly dropped to 10th.
During the race, drivers radioed in whenever they saw a rival over the limit.
“Perez went full out in turn 10, has he already received a penalty?” Hamilton asked after receiving the first of two five-second penalties.
Stewards said there were so many breaches of the rules that some drivers were not penalized when they should have been.
“Due to the specifics of the track configuration and the propensity of many drivers to repeatedly go off-track, an unprecedented situation has arisen,” an FIA spokesman said.
