Elections: “Adventures” of a simple analogue

Predictions about the outcome of next Sunday’s vote, according to which it is unlikely one-party governmentremember situations political crises, uncertainty and the formation of short-lived governments with limited liability. Historically, these situations have mostly arisen after elections conducted with his system simple analogue.

In the post-colonial period, the Constitution gives the authority to deal with failure to form an independent government to the person of the highest state agent.

RS. Katerina Sakellaropoulou there will be a second person besides Chr. Sargetakis in simple proportional elections and fourth in the overall post-colonization standings with K. Papoulias and Pr. Pavlopoulos, who will take advantage of the relevant constitutional provision: On the basis of Article 37 of the Charter of the country, when self-reliance does not arise, President of the Republic successively provides the leaders of the first three parties with parliamentary strength orders to explore the possibility of forming a government with the confidence of the new parliament. If they are unsuccessful, the president invites all political leaders to consultations to explore the possibility of a government enjoying the confidence of Parliament or an all-party government to hold otherwise official elections for the same purpose.

Among other things, a system of simple proportionality was adopted in 1946, resulting in ten governments being sworn in by 1950.

1989 elections had to be held three times due to the proportional system that PASOK voted for. In the polls on June 18, 1989, Konstantinos Mitsotakis, with a percentage of 44.28%, won only 145 seats. PASOK had 125 and Coalition with Har. Floraki became the third force with 28 seats.

The then President, H. Sargetakis, ordered investigations into the three leaders, which proved inconclusive. However, the consultations that followed led to the formation of a “targeted” co-government of N.D. and the Coalition led by Prime Minister J. Tsannetakis to investigate Koskotas. When the appeal of A. Papandreou to the Special Court was started and the “special purpose” was completed, the government was dissolved, and in November elections were coming up in the country. Repeat winner Con. Mitsotakis had only 148 seats, so a special constitutional provision was activated, resulting in a universal government led by X. Zolotas with the participation of PASOK. The subsequent independent government of Mitsotaki restored a strengthened one.

Record “K” (P. Papadopoulos, 01/12/2020)we also had periods of instability in the distant past after simple proportional elections – a system that was first introduced in 1926: Until 1928, when it was abolished, governments changed every five months. He is back 1932, causing anarchy, fragmentation of political forces and fatigue to such an extent that in 1936 the deputies entrusted the administration to Ioannis Metaxas, who established a dictatorship a few months later. Simple analogue returned 1946which resulted in ten governments being sworn in by 1950 before enhanced proportionality returned in 1951.

Research and memorandum years

In post-political history, the process of “investigative warrants” was also activated in cases where election contests were held according to a system of increased proportionality. This was during the turbulent funeral years.

After a confrontation in June 2012 with Mr. Papoulia as President, Ant reached an agreement on a tripartite cooperation government. Samara – Ev. Venizelos and F. Kouvelis.

For the first time in the context that the then supreme state agent Kar needed. Papoulias to activate investigative processIt was 2012. In the May polls, ND became the first party. Ant. Samara for 108 seats, in second place is SYRIZA Al. Tsipras from 52, the third – PASOK, led by Ev. Venizelos and 41 seats. The process turned out to be fruitless, and on June 17 they had to go to the polls again: The same order of the first three, but with different strength for each party: N.D. 129 seats, SYRIZA 71 and PASOK 33.

However, in the course of research work at that time, an agreement was reached on a tripartite Ant cooperation government. Samara – Ev. Venizelos and F. Kouvelis – leader of DIMAR with 13 deputies. This government scheme lasted just over two years, until December 2014. January 2015, the possibility of an independent government did not arise, but there was no need to open a cycle of investigations, since next to the winner of those elections, Al. Tsipras and in his parliamentary group (149 members) P. Kammenos immediately spoke with his 13 deputies, and thus the joint government of SYRIZA-ANEL was immediately formed.

However, at that time the President of the Republic, Pr. Pavlopoulos was forced to start the process of granting intelligence orders a few months later due to a serious crisis in the cooperation government (withdrawal of 25 deputies from SYRIZA, creation of P. Lafasani LAE). The bipartisan government is losing to the declared one, so the process was activated by orders to the leaders of the three largest parliamentary forces (Al. Tsipras, who returned it immediately, to the then ND President Ev. Meimarakis and Mr. Lafazani). To no avail, all three led to elections on 20 September and a new coalition government of Tsipras and Kammen.
