
Deputies from the PSD-PNL-UDMR of the specialized committees of the parliament accepted the changes agreed in the Coalition on Tuesday at the assembly line. No opposition proposal was accepted. Among the introduced changes are restrictions on the price of electricity for single-parent families, as well as for research institutes.
Deputies PSD-PNL-UDMR voted for the proposed amendments in the coalition, which will lead to the restriction of the energy market by 80%. Thus, the maximum price of 1.3 lei/kWh is maintained for large consumers, as well as for household consumers who exceed the threshold of 255 kWh per month.
The PSD-PNL-UDMR coalition amendments were adopted by the committees:
a) a maximum of 0.68 lei/kWh, including VAT, for consumption in the period from September 1, 2022 to December 31, 2022 by household consumers whose average monthly consumption at the point of consumption in 2021 is 0-100 kWh h inclusive;
The final price set by electricity suppliers is a maximum of 0.68 lei/kWh, including VAT, for consumption made between January 1, 2023 and March 31, 2025 by the following categories of customers:
- household consumers, monthly consumption from 0 to 100 kWh inclusive;
- residential customers who use medical products, devices or equipment necessary for treatment, based on a request and declaration of self-responsibility; the final limited price in the invoices is applied from the first day of the month following the one in which the specified documents were submitted;
- household consumers who have at least 3 dependent children under 18 years of age, respectively 26 years of age, in the case of studying according to the form of education, on the basis of an application and a self-responsible application; the limited final invoice price is applied from the first day of the month following the one in which the specified documents were submitted.
- household clients are single familieswho have at least one dependent child under the age of 18, corresponding to 26 years of education.
b) a maximum of 0.80 lei/kWh, including VAT, for consumption in the period from September 1, 2022 to December 31, 2022 by household consumers whose average monthly consumption at the place of consumption in 2021 was 100-300 kWh h for a monthly consumption of a maximum of 255 kWh;
electricity consumption exceeding 255 kWh/month is billed in accordance with the provisions of Art. 5 para. (1); a maximum of 0.80 lei/kWh, including VAT, for consumption made in the period from January 1, 2023 to March 31, 2025 by household consumers whose monthly consumption at the place of consumption is from 100.01 to 255 kWh;
electricity consumption between 255 and 300 kWh/month is billed at 1.3 lei per kWh, including VAT, and if consumption exceeds 300/kWh/month, full consumption is billed at 1.3 lei/kW- hour;
c) a maximum of 1 lei/kWh, including VAT, for 85% of the monthly consumption at the point of consumption, the difference in monthly electricity consumption is billed at the price of 1.3 lei per kWh, including VATbased on the testimony of the legal representative for the following categories of consumers:
- small and medium enterprises, as defined in Law No. 346/2004 on stimulating the establishment and development of small and medium-sized enterprises, as amended and supplemented, hereinafter referred to as SMEs;
- operators/regional operators defined in Article 2, letters g) and h) of the Law on Public Utilities No. 51/2006, reissued, with further changes and additions, provided/provided by public utilities provided for in Article 1, paragraph ( 2 ), letters a), b), b1), c) and h) from Law No. 51/2006, republished, with subsequent amendments and additions, as well as Transport company of the Bucharest Metro “Metrorex” – SA;
- economic operators of the food industry, identified by CAEN code 10, and in the field of agriculture and fishing, identified by CAEN code 01 and 03;
- local state authorities and institutions, decentralized state services of ministries and other central bodies, companies and commercial companies of county, municipal or local interest, autonomous regions and all public and private institutions that provide public services in accordance with the law, if they are created or organized at the level of communes, cities, municipalities, counties, the Municipality of Bucharest and, if necessary , at the level of administrative-territorial subdivisions of municipalities or at the level of intercommunal development associations under the leadership, coordination, control and responsibility of local bodies of public administration;
- national research institutes, as determined by Government Resolution No. 57/2002 on scientific research and technological development.
d) a maximum of 1 lei/kWh, including VAT, for full consumption by public and private hospitals defined in accordance with Law No. 95/2006 on health care reform, reissued, with further changes and additions, public and private educational institutions defined in accordance with Law on National Education no. 1/2011, with subsequent changes and additions, as well as orphanages, state and private providers of social services provided by the Nomenclature of social services.
- The limit level mentioned in this article also applies to situations where one of the previously mentioned organizations is the ultimate beneficiary of electricity consumption and/or to all buildings that have been built and authorized for hospital purposes;
e) a maximum of 1 lei/kWh, including VAT, for 85% of monthly consumption, made at the place of consumption, for public institutions, except for those provided for in point d), as well as for those who belong to religious cults officially recognized in Romania
- the difference in monthly electricity consumption is billed at the price of 1.3 lei per kWh, including VAT;”
The assembled commissions will prepare a final report on changes to Decree 119/2022 on energy price caps. The report will be presented at the plenary session of the Chamber of Deputies, where the final vote will take place. After approval by the Chamber of Deputies, the bill on amendments to Ordinance 119/2022 will be submitted to President Klaus Iohannis for promulgation.
The SDP-PNL-UDMR coalition intends to include the report of the specialized commissions on the agenda of the meeting on Wednesday, November 23, for adoption.
