The dominant assessment in Megaros Maximos is that, despite the shock and expected deterioration from revelations of surveillance of the PASOK president, the government’s image can be restored. According to his colleagues, the prime minister showed reflection with the dismissal of the former head of the EMP, Panagiotis Kontoleontos, and the acceptance of the resignation of the director of his office, Grigoris Dimitriadis.

But they themselves admit that there are two important stars that can completely turn the data around:

Firstly, to prove that, without the knowledge of Mr. Mitsotakis and Megaros Maximos, the EMP has established “links” to the detriment of other political figures, journalists or businessmen under the pretext of “national security”. While there is no relevant indication or information, the possibility cannot be ruled out as Mr. Contoleon never informed the Prime Minister’s Office of Mr. Androulakis being followed. In fact, he did not do this either when, together with Minister of State Giorgos Gerapetritis, he appeared before the Parliamentary Committee on Institutions and Transparency in connection with an attempt to spy on the President of PASOK using the illegal Predator software, nor subsequently, a fact which, according to the information, also caused Mr. Mitsotakis to explode when he reviewed all aspects of the case last Thursday.

Second, an attempt at a broader “undermining” of the government. In other words, a completely non-existent, as emphasized, complaint that a member of Megaros Maximos knew about the surveillance must be publicly formulated by the “involved” person. Obviously, in the current general atmosphere of toxicity, such a development of events would be a bomb in the foundations of the government.

For now, however, the government’s priorities are focused on shaping a new operating structure for the EPM, which the Prime Minister committed to last Monday, and successfully putting down opposition fire in a series of “showdowns” expected in Parliament. Mr. Mitsotakis wants the institutional protection of the National Intelligence Service to be the result of the cooperation of political forces through the work of the commission of inquiry that will be established to investigate the Androulaki case. However, Maximos Palace is already considering the specific measures it will propose while they look to leverage “best practices” that apply in other European countries. In particular, the following are considered as additional security measures for the operation of EYP:

The creation of the Internal Affairs Service under the Ministry of Internal Affairs is proceeding according to plan, since it is no secret to anyone that uncontrolled pockets are formed inside it over time.

• The establishment of a differentiated level of guarantees for political persons in order to remove the secrecy of telecommunications. At the same time, additional “filters” – judicial or political – can be installed to give the green light to their monitoring either in criminal cases, as happened with the Golden Dawn, or for reasons of national security.

• Expanding the number of signatories who know the identity of the controlled entity. According to reports, the “purpose” of any legal connection was known to the respective EMP commander, in this case Mr. Contoleon, and the prosecutor, in this particular case, Ms. Vasiliki Vlahova. Now the appellate prosecutor’s office, added to the scheme by the latest legislative act, will also be in the know.

• Transformation of the National Security Council into a collegiate body. The ESA can assess whether the national security reasons the EPA has listed to watch are sufficient or pretexts, and make better use of any information that comes to light.

• Initiation of changes within the Ministry of Internal Affairs, the most elementary of which is the creation of the Internal Affairs Service, since it is no secret to anyone that uncontrollable enclaves are formed within it over time.

Triple Battle in Parliament

Ahead of the parliamentary procedures starting next Monday, the critical moments are the meeting of the Committee on Institutions and Transparency, the pre-planned debates provoked by SYRIZA President Alexis Tsipras and, of course, the establishment and operation of the examination board. The government gave the green light to the Committee on Institutions to reconvene with the resumption of parliament. Also, according to the information, he will agree to be called back for interrogation of Mr. Contoleon, and the “presence” of ADAE head Christos Rammos is also expected. On the contrary, there is a question regarding Ms. Vlahova, in connection with the special status that applies to judges. A commission will also be called to approve his appointment and then testify in the case of the new head of the EMP, Themistoklis Demiris. However, through the Committee of Institutions, government officials said the national security reasons that led to the surveillance of Mr. Androulakis would not be disclosed because, they say, it is prohibited by current law.

In the period from 22 to 27 August, preliminary discussions of the agenda will be held in parliament. Mr. Mitsotakis is expected to highlight the fact that Mr. Tsipras sought a showdown around Mr. Androulakis, in which the President of PASOK cannot be involved, a fact that has caused Harilaou Trikoupis great discomfort. In any case, the “mother of battles” will be the work of the commission of inquiry, which will be created, as the government has already stated that it accepts the corresponding request from PASOK and SYRIZA. According to the information, the investigating body will conduct an investigation for ten years. This means that its former governors, Yiannis Rubatis of SYRIZA and Theodoros Dravilas, will be called to testify on how the EPM operates during Mr. Samaras’ premiership. In addition, as an interest in the microscope of the commission will be included, in addition to the cases of Androulakis and Koukakis, the complaints of the KKE and Mr. Varoufakis and Mr. Mitsotakis with the help of the Predator system when he was the head of the official opposition.

It is clear that recent events are having a strong impact on the political scene. The climate in the northwest it’s hard, but the prevailing view is that if the case stays “fixed” with Mr. Androulakis, there will be a rallying of leaders – high and low – and parliamentarians in view of the forthcoming double vote. In addition, it remains to be seen whether Mr. Androulakis’ complete break will be accompanied by a gradual shift of PASOK towards SYRIZA, which some at Maximos Palace believe but categorically reject as the latter’s secret accomplices. Finally, as mentioned above, it is now more difficult to form a coalition government if an independent government does not appear even after the second election, with all the ensuing consequences for political stability and, more broadly, for the country.
