In late July, the New York Times reported that a bipartisan group of members of the US House of Representatives filed an act recognizing Russia as a state sponsoring terrorism. If approved by the US Congress and signed into law, the measure will bypass the resistance of US Secretary of State Anthony Blinken and include the Russian Federation on the list, which already includes North Korea, Syria, Cuba and Iran.

The Russian Ministry of Foreign Affairs allowed diplomatic relations with the United States to be broken in the event that Washington declared Russia a sponsor of terrorism.
