He is unnamed because his name is not worth saying/writing…

He has been “dealing” with energy since the fall of 2019 and has been in four governments since then, that is, he made different promises four times in four government programs that passed the parliament. He promised, and for most of the promises that were not fulfilled, no one held him accountable.

The biggest failure is this Energy strategy.

It is not clear how Romania managed not to determine the future of the national energy industry for more than 15 years. It is clear that Unknown is not the only culprit, the blame is shared between all the ministers and secretaries of state for energy in Romania from 2008 until now. While some have retired, we find others in senior positions (read sinecures) in various national energy companies, from where, according to their wealth declarations, they collect big bucks. However, Nameless “reigned” for most of the years at the head of the Romanian energy industry, starting with the revolution.

Had it not been for the CNCIR scandal, in which a lot of money was embezzled, and it is said that the decision was not signed with the new Ketsu government organization until CNCIR was transferred to the Ministry of Energy, the character probably would not have left the helm of the ministry even today. (If you want to learn more about the story’s cheerful characters, boisterous dialogue, and how the “action” unfolds, check out the links here, here, here, or here.)

The second big failure is called Winter.

The situation of the future new plant in Yernut remained more complicated and more expensive than it turned out to be. How well the 430MW of safety would catch during a price hike in 2020 (the year it was due to come online on January 31) or during that period, after several large coal-fired plants shut down.

While in the Romgaz garden, we must not forget about the withdrawal of this state-owned company from the joint venture with the state-owned companies of Greece and Bulgaria that built the Alexandroupolis LNG terminal in June 2020. And also, let’s not forget this gas reserves in Karagel also remained unused Romgaz, although it was written in black and white in Orbán’s first Management Program: “Promotion of the use of natural gas produced in Romania for the production of electricity and for the creation of petrochemical and chemical products with high added value.” (see page 27), and if you did get to this page, let’s go through the promises in order:

An in-depth analysis of the financial and management activities of state-owned companies in the field of energy with the aim of their depoliticization and reprofessionalization.” The result is the opposite, i.e temporary terms in energy companies and party sinecures increased burst.

“Listing on the capital market in 2020, shares of the company Hydroelectric power engineering owned by the state”. The Ministry of Energy has done nothing for this, Fondul Proprietatea won laurels this year after successfully listing its stake.

about “Definition of a vulnerable energy consumer“No one heard anything, being only an applicant for the first Government program.

About the “restoration of the nuclear program with the active participation of local companies, as well as from Romania’s partner countries”, we can only ask questions: as a company several times smaller than Nuclearelectrica, it has equal shares with the only producer of nuclear electricity? The association of Nova Power and Gas with Nuclearelectrica was concluded in 2022 in the company RoPower SA, although in 2021 Nova Power had a loss of 28,186,313 lei.

Was the merger made on the basis of a tender? Is it possible to partner a state-owned enterprise with a loss-making private enterprise? Who do I sell to?

“Encouraging the production of electricity and heat from renewable energy sources, especially in areas where the transmission operator is not overloaded.” My first question is, do you have any idea how to get heat from renewable sources in large urban agglomerations? (let’s leave the villas aside, because maybe they would know about them!) Apart from a few transactions by state-owned companies with solar or wind projects (ie some paper was bought), I don’t recall any being put into effect significant capacities from renewable sources. We also can’t help but mention the megalomania of the offshore wind turbine project that I wrote about here.

In 2021, Ludovic Orban left and Florin Katsu came. The underachievements from the previous Government program remain in force until 2023, when the “Nameless” have left Government. Katu’s Government Programme, followed by Nicolae Chuke’s Government Programme, adds more points to the list of underachievements. The energy strategy is still up in the air!
