In the district of Cluj, especially in the metropolitan area and municipalities, great economic and social progress can be noted in recent years, Cluj is considered a real attraction for investors, public or private organizations, as well as for the entire population that migrates to Cluj-Napoca and its surroundings. In addition to this idea, we remind you that the city is the second largest university center in the country, which annually attracts tens of thousands of students, who make up a significant part of the permanent population of the municipality.

Along with this development and improvement of the quality of life, the migratory movement of the population had an interesting trajectory. The statistics show the change in both the number of internal migrants from the same county and from other counties, as well as external migrants and changes in residence, not just residence.

The National Institute of Statistics and, directly, the Department of Statistics of Cluj County collect important statistical indicators that chronologically project the image of the entire county in terms of population migration and demographic changes. These indicators are essential when developing a social development policy for all citizens. The number of inhabitants in each administrative-territorial unit determines the necessary indicators for fair and sustainable economic development.

Pending the migration data of the 13th Romanian population census, it is advisable to retrospectively analyze the dynamics of population movement in Cluj in order to predict demographic changes at the county level. The results of the 2021 Population and Housing Census, which will be partially released this December, will be structured around several statistics on population migration. They tracked permanent residence, change of permanent residence – including outside the country, residence and, no less important, place of birth.

Internal migration

We analyze the internal mobility of the population in the County of Cluj, determining the differences in the balance of changes of residence and the balance of changes of residence in a temporal control interval, namely over the last ten years. So, it can be observed that since 2012 the number of residences exceeds the number of departures, the balance of changes in the place of residence, as the algebraic difference between the number of arrivals and departures from the administrative-territorial unit, is decreasing. There have been strong fluctuations in residence departures over the past two years, particularly in 2020, which saw the highest number of departures since 2012. The consequences of the pandemic could be recalled as a starting point for many residents of the district. The loss of jobs, the return of Romanian emigrants to the host country, the return of immigrants to their country of origin or other destinations contributed to the result of such a large number of emigration.
