“Public discourse on the PNRR since the program’s inception until now has focused on the total amount received by Romania, €29.1 billion, and not on actual implementation,” he says.

However, Nazaré says, the actual program expenditures reflected in the 2022 budget execution are reduced relative to the amounts received.

“For example, out of the annual amount provided in the budget for 2022 of 10.5 billion lei, only 857 million lei (171 million euros) were actually spent, corresponding to 8%. If we apply the expenses from 2022 to the entire amount received (6.2 billion euros), then the actually spent percentage is 2.7%,” he said.

In order to avoid a repeat of the situation in 2023, the senator says, specific corrective measures are needed, given that the entire budget base, rating, deficit, interest depends on the efficiency of the use of this money.
