The National Authority for the Protection of Consumer Rights (ANPC) fined Termoenergetica Bucharest 10,000 lei for not supplying the owners’ association in Sector 3 with a heating agent at the temperature specified in the contract, namely 55-60 degrees Celsius.
On Friday, ANPC said in a press release that an audit was carried out at Compania Municipală Termoenergetica Bucharest SA over the past few days to check the reasons for the non-resolution of 31 complaints from the owners’ association in Sector 3 of the capital, although the companies appeared in the database as resolved, as well as for the fact that it does not supply the thermal agent at the temperature specified in the contract, namely 55 – 60 degrees C, News.ro reports.
“Regarding the reports submitted by consumers, at the moment the situation established by the field commissioners is as follows: in the case of one of them, the business entity proved the provision of discounts in accordance with the contract, which is mentioned in the invoice from December; otherwise, the damage reported in the area of Tineretului, indicated by citizens, was recorded, the temperature of the hot water supplied was within the parameters, but the temperature of the coolant supplied to CET Progresul, although it was supplied within the parameters, reached the heat point is below half the value, a situation in which the temperature at which the thermal agent reaches the consumer cannot be ensured according to the contract,” the ANPK said.
The cited source specified that Termoenergetica representatives state that the target area, Tineretului, is supplied by either CET Sud or CET Progresul, whose coverage areas are large, there is no way to ensure the appropriate parameters.
“Of the six CETs in Bucharest, only four are currently functioning. At the moment, according to the notification of the association of owners in Sector 3, the representatives of Termoenergetica SA have started actions to eliminate malfunctions”, explained the ANPC.
After discovering the violations, Termoenergetica was fined 10,000 lei and obliged to reimburse the cost of the non-provided service, the recalculation of this amount must be carried out in accordance with the terms of the contract.
