Romania and the Republic of Moldova signed two agreements with Microsoft and UiPath in Chisinau on Monday to speed up the digital transformation of public administrations in both countries, with the Minister of Digitalization quoting Prime Minister Nicolae Cuke when he mentioned the “fast track into the future”, which will bring us the implementation of some digital solutions from the Republic of Moldova.

The Ministry of Research, Innovation and Digitalization, led by Liberal Sebastian Burduja, announced on Monday that the governments of Romania and the Republic of Moldova signed a Memorandum of Understanding with Microsoft and an agreement with UiPath aimed at accelerating digital technologies in Chisinau on Monday. public administration transformation projects of the two countries.

Memorandum of Understanding with Microsoft:

  • formalizes the plans of Romania and Moldova to create and implement a joint digital space for the exchange of knowledge, technology and technical expertise.
  • Microsoft will support these efforts by both governments, helping to modernize their respective technical capabilities and improve operational efficiency in the public and private sectors.
  • According to the plan, all parties will cooperate to develop the national information and communication technology (ICT) sectors in Romania and Moldova; building digital infrastructure, accelerating the delivery of e-government services, developing cloud-focused legislative policies and enhancing digital skills.

Cooperation agreement with UiPath:

  • plays the role of increasing the level of digital skills of public administration personnel, as well as improving the digital infrastructure and digital capabilities of Romania and the Republic of Moldova, especially in the context of the use of new technologies.
  • It is mainly aimed at: strengthening the digital infrastructure in the public and private sectors of Romania and the Republic of Moldova; supporting the processes of development of digital society and innovative and sustainable digital economy in both states; development of a common digital space to improve the quality of electronic services and ensure a safe digital environment for all citizens of Romania and the Republic of Moldova.

He said that in the last 6 months, a number of legal mechanisms have been identified through which certain digital solutions used in public administration in the Republic of Moldova can be scaled and reused in Romania as well.

Iurie Tsurcanu said that the government of the Republic of Moldova is considering a decision according to which all public services provided in the last decade will be shared with Romania, in this sense a technological platform is also being prepared.

On the other hand, Minister Burduja reminded that one of the goals of his mandate is to create “common digital space” between Romania and the Republic of Moldova and quoted Prime Minister Nicolae Čuke when he mentioned the “fast track to the future” that will bring in our country the implementation of solutions developed in the Republic of Moldova.

He said that “3 solutions are already being tested,” but the only example given by Burduya is actually about functionality already envisioned in the future government cloud.

This is a fundamental issue of transparency and accountability of the state to citizens, giving them power and realizing that they own the data, not the state. ..()
  • In the context of large ambitious projects such as the government cloud, an investment of almost 600 million euros, this opportunity for citizens, so their notification is very important to show that no one will control their data, but it will be an access and notification mechanism that can clearly record and track.”, said Burduya.
