In the combination of the two regulations, it turns out that an employee who is paid the minimum wage will receive 1,863 lei, that is, 339 lei more than this year.
For those thinking about a pension, it should be noted that the Ordinance on Trains specifies that 200 lei, which is tax-free, will be taken into account when calculating points.
The authorities seem to have tried to solve the problem that someone who paid 3,100 lei will get less money than someone with a minimum wage, but the way the Ordinance on Trains is worded, we don’t understand who it is really addressed to. It doesn’t seem logical. For most, it won’t apply if it stays that way.
We repeat the explanations recently given to us by the tax consultant Cornel Grama, because nothing has changed in the text of the document published in the Official Gazette.
The resolution states that:
1. The level of the basic monthly gross salary, established in accordance with the individual employment contract, without taking into account allowances and other additional payments, is equal to the level of the minimum gross salary for each country, guaranteed in the payment, established by the decision of the Government, valid in the month to which the income refers;
2. The gross income realized from wages and wages equal to wages under the same individual employment contract for the same month does not exceed 4,000 lei inclusively.
That is, says Kornel Grama, the first condition is a fixed minimum salary (3,000 lei) at Revisal without allowances and bonuses, etc.
The second, this month, to have less than 4,000 lei, including bonuses and awards.
If an employee has, say, 3,000 lei Revisal and 500 lei bonus, this is a good fit.
Another employee has 3100 lei, but in Revisal. So it has less than 4000 lei, the latter has no amenities. Does not meet condition 1.

Since the Ordinance on Trains was also published, as I already mentioned, it regulates the minimum wage in construction, which increases to 4,000 lei gross (from 3,000 lei now).

Thus, a construction worker who is paid the minimum wage will receive 3150 lei.
The minimum wage in agriculture does not increase. It still remains at the level of 3,000 lei. How much money will they actually get?
In agriculture and the food industry, the minimum wage today is 3,000 lei. It does not change. They have the same facilities as in construction, so the persons concerned will also receive 2,362 lei.
*When we talk about conveniences, we mean no income tax, health care contributions and, if desired, Tier II pensions.
New cap of the Unified Declaration 2023
Thus, in the Unified Declaration 2023 there will be a new limit for the payment of contributions, namely 36,000 lei. That is, it does not decrease by 200 lei, if someone thought about it.
Also, as you have seen the changes in Regulation 16 (regarding tax increases), we note that the 6, 12 and 24 salary thresholds take effect from 2023 income. That is, they will be taken into account in 2024.
