According to the data of the Ministry of Finance, the measures provided by the Decree on trains will have a positive budgetary impact in the amount of 89.7 billion lei.

According to the rationale, maintaining in 2023 the amount of increases, allowances, compensations, bonuses and other elements of the labor remuneration system, which are included in the monthly accrued wages, no more than at the level of the amount accrued for December 2022, determines the reduction of the necessary funding by approx. -6.715 billion lei.

In 2023, maintaining the amount of food assistance at the level of 2022 determines a decrease in the need for financing by approximately -978.4 million lei.

The non-awarding of bonuses and the exclusive compensation of hours worked overtime with corresponding time off results in a reduction in the need for funding of approx. -5.683 billion lei.

Saving certain categories of benefits and life annuities reduces the need for funding by approx. -1.960 billion lei.

Preservation of certain categories of rights of military personnel, policemen and civil servants with a special status in the system of penitentiary administration and not providing assistance when transitioning to reserve/retirement leads to a decrease in the need for financing by approx. -2.465 billion lei.

The refusal to provide social coupons and the expansion of some provisions of the Law on National Education No. 10. 1/2011 determines the reduction of the need for financing approx. -72.267 billion lei.

The implementation of the measure “200 lei from the minimum wage for the economy, tax-free amount” creates a negative impact on budget revenues in 2023 in the amount of -1.042 billion lei (income tax and social contributions).

On the last point, we note that much has been said that this creates a negative impact. First, the minimum wage increases to 3,000 lei gross, 200 of which is tax-free, but the part with taxes increases to 2,800 lei. So the state really benefits from raising the minimum wage. It’s really about interpretation.
