​On Wednesday, the government will approve several well-founded requests to hold competitions and exams to fill vacant or temporarily vacant positions in local government institutions. At the central level, the Ministry of Culture is asking to unblock competitions for the occupation of 8 positions.

In the summer of this year, the Government decided by an extraordinary resolution (EOG 20/2022) to suspend the filling of vacant or temporarily vacant positions in institutions and central and local government bodies, with the exception of certain positions.

However, in well-founded cases, the extraordinary resolution makes it possible, in accordance with the memorandum approved at the Government meeting, to organize contests or exams to fill vacant or temporarily vacant positions in central and local state institutions and authorities, including personal expenses.

Approval of 2 such memoranda is on the government’s agenda for Wednesday.

The Ministry of Culture urgently needs to fill 8 positions

At the central level, the memorandum belongs to the Ministry of Culture, which is headed by Lucian Romaškanu.

  • MEMORANDUM OF THE MINISTRY OF CULTURE

The Ministry of Culture is faced with an acute shortage of personnel, which would affect the implementation of the main indicators and planned indicators in the PNRR, therefore it requests the permission of the Government to hold competitions for the filling of 8 vacant positions:

– 2 positions of the first-class advisor of the main specialty

– 6 positions of adviser of the 1st category, higher professional education

“We would like to clarify that the organization of competitions will be carried out at the expense of personnel costs of the Ministry of Culture for 8 positions necessary for the implementation of the PNRR”, it is stated in the Memorandum.

The second Memorandum was initiated by the Ministry of Development and has the theme “The first session on the organization of competitions in local state institutions”.

  • MEMORANDUM MINISTRY OF DEVELOPMENT

The same extraordinary order 20/2022 stipulates that “in well-founded cases, through a memorandum initiated by the Ministry of Development and approved at a Government meeting, competitions or exams may be organized to fill vacant or temporarily vacant positions in local state institutions and authorities. “.

The document states that by June 30, 2022, local state institutions have registered with the National Agency of Civil Servants (NADS). 2976 messages for the organization of exams or contests for filling vacant/temporarily vacant positions in its own work apparatus.

“Thus, by organizing the examinations/competitions in August-September 2022, therefore in the first part of the period of validity of GEO no. 80/2022 it was assessed that the local needs for staff employed in local public institutions were covered.

Considering the presented, we show that they arrived by September 15, 2022 140 requests to organize a competition or exam in order to occupy a 1116 posts, presented in the appendix to this memorandum. We also note that as of this date, 25 inappropriate requests have been registered, which mostly concern individual positions,” the Memorandum says.
