Computer application for planning the exchange of car rights

One of the changes proposed by GEO to deal with inquiries addressed to public services in the community about driving licenses and vehicle registration is that the General Directorate of Driving Licenses and Registration will make public on its website (N/A https://www.drpciv.ro/), an IT application that allows you to schedule appointments for submitting the necessary documents.

“The need for planning, as well as the categories of requests for which it is required, are established by the institutions of the prefect, within the framework of which the public services of the community for obtaining driver’s licenses and vehicle registration are created,” says the GEO project.

The explanatory note also states that in order to facilitate the exchange of Romanian driver’s licenses by holders of similar foreign documents, especially in the territory of states that do not have access to RESPER, it is necessary to create an electronic mechanism through which citizens with Romanian driving licenses can obtain the document , issued in electronic form, certifying the authenticity and validity of the driver’s license categories.

  • “Thus, this measure leads to a reduction in requests for checks carried out through embassies and consulates, as well as a significant reduction in the waiting time for the change of driver’s license.
  • At the same time, the authority that carries out the exchange of Romanian driving licenses will be issued a unique code with a limited period of validity, with which it can further confirm the authenticity of the document issued electronically by DRPCÎ.V.
  • In order to support citizens who choose such a service, we consider it expedient to introduce the possibility of notifying the driver’s license holder electronically about the expiration of the driver’s license or, depending on the circumstances, its owner. regarding registration certificates, temporary movement permits and issued tests.
  • Also, a similar activity will be carried out with regard to the candidate for taking the exam for obtaining a driver’s license regarding the appointment of the date of taking the practical exam,” the explanatory note also states.

These are some of the reasons why this MAI administration will be organized at the general administration level.

When the IT system for issuing civil status certificates will be operational

The GEO project also makes changes at the level of the Population Registration Office, which is implementing two more IT projects, namely the IT system for issuing civil status documents and the Electronic Identity Card.

The Ministry of Interior says that the Integrated Information System for Issuing Civil Status Acts will become operational on December 14, 2022 and will allow providing electronic services of the 4th level of complexity for life events.

Among other things, the project aims to:

  • development, installation, configuration and integration of a centralized IT system, which will have the role of allowing, among other things, entities carrying out civil status activities to carry out, efficiently and securely, the flow of civil status activities through IT means, with the aim of creating , renewal, storage of act records, as well as issuance of civil status acts related to civil status events;
  • management and administration of the archive of civil status documents issued over the past 100 years, as a result of digitization of the existing document fund at the national level;
  • reduction of the time for consideration of citizens’ appeals due to the elimination of correspondence between institutions.

The electronic identity card will be issued at the national level in 2023

The GEO project also states that the expansion of the issuance of the Electronic ID card at the national level will take place in 2023.

The two IT projects indicated by the MAI “determine a significant increase in the volume of activities performed within the Office of Personal Registration and Database Administration, and the failure to implement some efficiency measures may create risks from the point of view of meeting the deadlines provided for in the program documents,” the statement said. GEO projects.

As a result, the Population Accounting Directorate (DEPABD) will be organized at the level of the General Directorate.
