
Starting Friday, October 15, drivers who have been involved in a crash without injury or death have a digital app called Amiabila, which they can use to fill out a settlement agreement form electronically and avoid contacting the police.
The Amiabila app, developed by the Bureau of Motor Insurers, does not replace the current paper settlement agreement form that is still distributed by insurers and intermediaries, but is a digital alternative for reporting road accidents that simplifies the entire process.

The document is filled out only if a maximum of 2 cars were involved in the accident and there are no bodily injuries or other material damage, except for two vehicles, in which case the police must be informed about the accident.
The form “Resolution on Peaceful Accident” in electronic format reproduces the same graphic model, with the same information and has the same legal force as the paper one, in accordance with legal norms.
At the same time, it should be noted that the application is free and can be downloaded from Google Play and App Store directly to the smartphone.
How to use Amiabila involves following a few simple steps, summarized as follows:
- At the first stagethe user downloads the app directly to their phone or mobile phone and then creates a user account.
- At the second stage, he fills in his personal data required by the application (driver’s license, technical license, identity card, RCA policy). Information from these documents can be automatically entered into the “Accident Settlement” form in electronic form.
- The third stage refers to the method of drawing up a road accident sketch. The application offers rich infographics from which the user can select both external elements (intersections, road signs, traffic lights, etc.) and the position of the two vehicles at the time of the collision.
It is also easy to emphasize the damage caused by simply pointing the arrow in the area of the deformed body elements.
A settlement agreement can be concluded by both drivers with the help of a single phone call. One’s personal data can be automatically transferred to the other participant’s phone by simply scanning a QR code, provided both drivers have the app installed on their phones. Otherwise, one of them will have to manually fill in the other user’s data.
The final document obtained in this way is signed by two drivers, after which the program automatically generates an amicable conclusion.

BAAR management present at the presentation spoke about the expected benefits of this new program.
“The RCA market generates about 400,000 accidents annually, and about 90% of the cases are settled,” Sorin Grecanu, director general of the Bureau of Motor Insurers (BAAR), said on Monday.

The app cost €150,000, and BAAR claims that this cost is negligible.
“The cost of the application was 150,000 euros. The insurance industry pays from 30 to 40 money for a settlement agreement in physical form. Multiply that by the number of policies and you get a cost of around €700,000 per year that the industry pays to provide customers with a peaceful search approval tool. So, to put it simply, these costs are almost zero if we compare the costs for at least one year,” said Mădălin Roșu, president of BAAR.

Present at the event, Christian Rosu, ASF’s vice president in charge of insurance, announced that the app will be developed in the future.
“Also with BAAR, we’ll want, in the period we don’t want to evaluate, to put a notification in that program to let us know when the RCA and ITP (Periodic Technical Review) policies are expiring, so that we’re alerted early. “At the end of the day, let’s go to the opening of the claim, that is, to the approval of the claim, so that the digitization becomes concrete,” said the vice president of ASF.
According to BAAR, the Amiabila app also has other features for drivers.
One of them is the ability to register multiple cars driven by a user, even occasionally, an important feature in the case of people driving multiple vehicles.
Another advantage over the printed version is the possibility to send the document immediately after signing it to the RCA insurers of the accident victims, and the Amiabila application is connected to all companies that practice this form of insurance in Romania.
As with the printed accident settlement report form, there are situations where the application does not allow the form to be completed, such as accidents involving more than two vehicles or resulting in personal injury/death or damage to external property (poles, parapets, buildings , etc.). These cases are resolved only by the police or other competent authorities in accordance with legal provisions.
The app has a demo site that briefly shows how it will work.
Basically, two drivers involved in an accident have to fill in all the data on the same phone to draw a sketch together. In this way, the application can complete the document from one point of view, at the end joint documents can be sent to the insurers of both parties involved.
How the Amiabila app works in 10 steps:
- 1: Download the app
- 2: You create a user account in the application (user email address or phone number + password)
- 3. Click the “add find” button, which is located in the “Finds” section.
- 4. Fill in your personal details: You can take a picture of your ID and the app will automatically extract and fill in the details using OCR
- 5. Fill in the time of the accident: The app has an exact GPS location and auto-fill of the address where the accident happened if you don’t know the address.
- 6. Choose the damage done: You can choose the direction of the impact as well as the damage the car has suffered
- 7. Build the circumstances of the road accident: the selected circumstances (the car is stationary; the vehicle has stopped; at the time of departure; opening the door; at the time of stopping; leaving the parking lot, etc.) generate the construction of sketches. Results and photos from the scene of the accident help to determine the fault.
- 8. Fill in the details of vehicle B: The driver of vehicle B should go through the same process as vehicle A on the same phone to help sketch together. In this way, the application can complete the document from one point of view, at the end joint documents can be sent to the insurers of both parties involved.
- 9. Based on the circumstances selected by both drivers, the program selects the 3 most likely circumstances under which the accident could have occurred.
- 10. The last step is to sign and send the documents to the RCA insurers of the two drivers involved in the accident.
The Civil Accident Report form – the solution chosen by most drivers involved in minor accidents with material damage to avoid a trip to the police and to be able to send the car for repairs – will also be able to be filled out electronically. format, after the ASF adopted a rule on May 25 that modifies the RCA rules.
