The National Investment Company (NIC) wants to purchase services for promotion on TV, in the Internet media and social networks of the institution’s activities, as a structure for the implementation of certain investment goals within the framework of the PNRR, it is stated in the notice of the tender published in the Electronic System of Public Procurement (SEAP) .

According to the tender announcement published on Saturday, October 8 in SEAP, the one-year promotion contract, which will be financed from own funds, has an estimated value of 1.7 million lei (excluding VAT).

Why CNI wants to acquire these media promotion services

In the tender specifications, CNI emphasizes that in its 20 years of operation, it has completed and transferred to various beneficiary institutions more than 2,150 investments worth more than 7.83 billion lei.

CNI operates with a workforce of 395 and is self-funded through a fixed project fee of 8%, which is collected from contract to completion.

  • “At the same time, the CNI was included in the National Recovery and Resilience Plan (PNRR) as a framework for the implementation of certain investment objectives as part of the PNRR components on behalf of the beneficiaries.
  • However, the real beneficiaries, the users of the investment objectives implemented by CNI SA, do not know who is rightfully behind these achievements and the efforts made for them to receive the benefits of the investment objectives.
  • As for the potential beneficiaries of the investments made by CNI, they are not aware of the way to access the subprograms in PNCIPS, they are not aware of the simple application procedure (the template is available to everyone on the CNI website) and there are cases where they do not apply, being confident that these are significant sums to be accessed for consulting services to complete the request file,” the document reads.

The main goals of the media campaign

As a result, CNI wants to acquire public information, promotion and advertising services to bring the company’s activities to the public with an emphasis on projects aimed at realizing investment goals in the components of PNRR.

Main goals:

  • Effective information about the activities of CNI SA, as a structure for the implementation of certain investment goals within the PNRR components, on behalf of the beneficiaries;
  • Providing the most up-to-date information for potential beneficiaries regarding access to PNCIPS and PNRR components, as well as proper implementation of the achieved investment goals;
  • Increasing the trust of beneficiaries and end users in the CNI institution;
  • An increase in the number of visitors to the website www.cni.ro during the advertising campaign by at least 20%;
  • An increase of at least 30% in the number of permanent subscribers in Facebook and LinkedIn social network accounts compared to the moment of the start of the advertising campaign;

The campaign will include:

  • 1. Creation and production of 2 videos of 30 seconds each for broadcast on television, announced in the television media campaign;
  • 2. Broadcasting of video clips on television stations ordered in a television media campaign;
  • 3. Creation and production of at least 5 articles/advertisements for online broadcast, including social media posts (Facebook, LinkedIn)
  • 4. Distribution of articles/advertisements on websites requested in the online media campaign.

For a media campaign on television, CNI requires the broadcast of at least 5 television campaigns lasting one week each (7 days), which include in the mix 5 television stations with a news profile, which during 2021 registered a market share of more than 1% in the time slot 8:00- 24:00, for the target audience over 18 years old. (..) Please broadcast at least 2 videos per day for each station, broadcast from 19:00 to 23:00, on each individual station.

Each of the sports will be used by CNI for online broadcasts on social networks (Facebook and LinkedIn).

For an online media campaign, CNI requires the broadcast of at least 5 online campaigns of one week duration each (7 days) that include 7 websites monitored by SATI in the mix.

4 of these 7 requested websites must be TV station websites with a news profile offered in the TV campaign (4 station websites out of 5 offered). The remaining 3 websites must be in the “General News” category with a minimum of 20 million impressions per month, according to SATI, during the month preceding the publication of this announcement. (..) It is necessary to broadcast at least 1 commercial per campaign for each individual website, the commercial must be published on the main page for at least 24 hours.
