
Estonian Prime Minister Kaia Kallas said blackouts were possible if Russia cut the Baltic states off the shared power grid, in a statement that also announced military exercises, Reuters reported.
“We also need to be prepared in case Russia cuts off electricity to Estonia, Latvia and Lithuania,” she said in a televised speech Thursday night, according to the government’s website.
“It would be wise to be prepared for possible power outages – this applies to government agencies, businesses and every person,” she added, describing any outage as “temporary”.
Almost 3,000 reservists were called up for an annual week-long defense exercise in Estonia on Thursday, but the prime minister said there was no immediate military threat to the country.
She appealed to Russian citizens living in Estonia to ignore any calls to fight in Ukraine: “don’t leave, because there is no way back.”
Thirty years after breaking away from the Soviet Union and 17 years after joining the EU, the Baltic states of Lithuania, Latvia and Estonia still depend on Russia for a steady supply of electricity.
The €1.6 billion EU-funded project aims to disconnect the Baltic states from the electricity grid shared with Russia and Belarus by 2025 in favor of a decentralized energy system in continental Europe.
In June, Lithuanian President Gitanas Nauseda said his country was ready if Russia cut it off from the regional power grid in retaliation for blocking rail shipments of Russian goods to the Kaliningrad enclave.
The European power grid ENTSO-E will connect to the networks of the Baltic countries within 24 hours if those countries are disconnected from Russia, thus helping to avoid blackouts, Lithuanian power grid operator Litgrid said in July.
“If Russia had disconnected us, we would be ready even today. Our analysis shows that the energy supply will not be rationalized, no major disruptions are expected,” said Litgrid’s executive director.
