
6 of the 24 milestones and targets foreseen in the PNRR for the third quarter of this year were regulations that the government had to pass by today, according to the task outlined by Prime Minister Chuke, and this happened, Marcel Bolosh said on Wednesday, the minister European investments and projects.
The remaining 18 are being implemented or are being implemented, but even if they were not all closed by the end of this month, we would not lose money, says the minister.
Marcel Bolos said this the second term was appointed by Prime Minister Nicolae Chuke to meet the 24 milestones and targets relating to the third quarter of this year would actually only apply to those milestones that required decisions at Government level.
Minister Bolosh did not want to say how many of the remaining 18 milestones and targets have yet to be met, as that would be incorrect given that there are still 9 days until ministries can submit documents or take action to close these milestones.
HotNews.ro informed Minister Bolos that one of the milestones to be achieved this quarter is the allocation of 5G licenses by ANCOM, the communications regulatory body. But this is impossible, since the authorities have just started the tender submission procedure.
- “We have talked about these milestones that may be deadlocked, but the reasons that determine these delays or delays are hardly the fault of the reform coordinator or the Government.” This was announced by Minister Marcel Bolosh on Wednesday.
Delays in the 5G auction were caused by other delays in the transposition into national law of the Communications Code, a law that was rejected by the Constitutional Court and then reworked. The milestone is handled by ANCOM, but the body could not start the tender until this European act was implemented into law.
Minister Marcel Bolosh wanted to emphasize on Wednesday that even if all 24 stages are not completed by September 30, we still do not risk losing the money allocated from the PNRR, as the payment request is not submitted until next year.
- “If we proceed from the fact that we will have such a situation in which, I repeat, without the inaction of the Government or the reform coordinator, the payment requirement No. 3 does not threaten anything, that is, we do not lose money.
- The payment request will be in the first quarter of 2023, after which there will be a Commission review process, and you are well aware from the exercise we did for payment request #1 that comments and additional information may come in until the requested money is transferred. number 1.”, – said Minister Marcel Bolosh.
When 2.6 billion euros will arrive in Romania – the first payment request from PNRR
At the end of the Government meeting, the Minister recalled that the European Executive had recently approved the first payment request related to milestones and targets to be achieved by the end of 2021.
This first request for payment of more than €2.6 billion from the PNRR is currently being analyzed by the specialized committees of the Ecofin Council of the European Union. When will the money arrive in Romania?
- “I hope to receive the approval of the ECOFIN Council in the first half of October. The money usually arrives immediately, on the 2nd or 3rd day after the approval given by the ECOFIN Council,” Minister Bolosh explained.
What else do we need to do to submit the 2nd payment request for €2.8 billion from the PNRR
Minister Bolosh said that the second payment request we are preparing has October as the base month for sending it to the Commission.
- “This payment request of €2.8 billion includes 51 milestones and targets related to the 1st and 2nd quarter of 2022. From this point of view, we have to prepare the package of documents required by the Commission, including that there are financial contracts that we still have to conclude, so that the documentation is complete and we can start the analysis process for payment claim No. 2. said Bolos.
Asked what still needs to be decided for the 2nd payment request, Marcel Bolosh said that there are still financial contracts to be concluded by the ministries of education, economy and development, but that “he does not see any danger in submitting payment request #2 “.
What money has Romania received so far from PNRR and what will this money be spent on
From the total budget allocated to Romania in the PNRR, namely 29.2 billion euros in the form of grants and loans, our country has already collected 13% (3.7 billion euros) of the pre-financing of this program.
The 2.6 billion euros associated with the first payment request from the PNRR should arrive in the country in October.

- “As you know, three sections have already been contracted on the A7 highway, the total cost of these works is 1.5 billion euros; a wave of repairs is being added, the contracts of the Ministry of Development have already been launched; also a contract for the modernization of more than 100 kindergartens, digitization at the university level in Romania, another 4,000 financial contracts for schools to meet the goal of reducing the risk of dropping out, cogeneration projects managed by the Ministry of Energy, and hydrogen production in the same ministry.
- At the same time, this money will also finance the works on the Karansebes-Timişoara-Arad railway. For the A7 highway, as you know, there are 319 km in the distance Ploiesti-Paškan; the total cost of construction of this highway is four billion euros. The amounts used in this sense from the pre-financing that Romania has already received, let me remind you, 3.79 billion euros, will be supplemented by the money that will come from the first tranche of the PNRR, 2.6 billion euros, because with the arrival of this money to Romania almost all the funding necessary for the construction of the A7 Ploiesti-Paşcani motorway has been secured,” said the government spokesman.
