A series of DDoS attacks against some Romanian websites, mainly motivated by Romania’s actions in support of Ukraine, is continuing, the National Cyber Security Directorate (DNSC) announced on Friday. The attacks aim to disable certain online services by overwhelming websites with massive traffic from many sources.
- “Attackers continue to scan the IT infrastructure in Romania without permission to identify vulnerable or poorly protected equipment, systems and services, and DNSC has detected numerous such hostile actions targeting government institutions as well as some companies in the energy, transport and healthcare sectors . sectors. Media organizations are also targets of attackers.
- Attackers continue to build, expand, and consolidate an infrastructure of several tens of thousands of hardware and systems used to launch and support cyberattacks. The geographic location of these systems is diverse and includes the United States, Russia, China, Indonesia, TOR nodes, Brazil, etc.,” DNSC announced on Friday.
DNSC regularly publishes information about this infrastructure, which already includes 36,387 IP addresses:
The National Directorate of Cyber Security (DNSC) clarifies that, in the context of the war between Ukraine and the Russian Federation, since February 2022, it has detected and documented a series of cyber attacks carried out by hostile entities against infrastructures in Romania as well as allies from European Union or NATO member states .
Attacks are diverse, including distributed denial of service (DDoS), phishing campaigns against decision makers and actors, distribution of ransomware, attempts to gain unauthorized access to computer systems, or brute force attacks.
According to the DNSC, they have been unsuccessful to date and have been quickly countered by the affected organizations’ IT and cybersecurity professionals, in some cases with the direct intervention and support of cyber authorities.
DNSC experts say that the DDoS attacks that Romania has faced so far have been massive but relatively rudimentary and have not demonstrated high technical capabilities on the part of cyber attackers.
These attacks are expected to continue to be sporadic and indiscriminate, but with limited impact in most cases.
The Office recommends that, as a matter of priority, appropriate measures be implemented to protect websites and cyber infrastructure, which are potential targets for attacks.

DNSC specialists constantly cooperate with the authorized institutions in Romania, as well as with institutional partners from Ukraine and the member countries of the European Union or NATO, to investigate and counter these cyber attacks, as well as to neutralize their sources and infrastructure.
