The electronic monitoring of aggressors should start in the first stage of the pilot system from October 1, 2022, this year 964 monitoring kits worth 14.3 million lei will be purchased, and then gradually by 2025, 15,000 monitoring devices will be reached with a total cost of 240 million lei, announced on Wednesday, government spokesman Dan Karbunaru.

He introduced the draft Resolution adopted by the Government which establishes technical and organizational aspects regarding the functioning of the pilot system and the implementation of the electronic monitoring information system (SIME).

The explanatory memorandum states that the entire project will affect the state budget by an average of more than 82.5 million lei over 5 years and that the resulting budgetary impact is determined by the need to supplement the maximum number of positions for the Romanian police from 497 positions of police officers and 5,637 positions of constables.

According to the rationale, the addition of the maximum number of posts for the Romanian police should be carried out in stages, depending on the evolution of the electronic monitoring activities in the pilot system as follows:

  • a) at the first stage – with the number of 651 positions, including 47 police officers and 604 police officers;
  • b) at the second stage – with the number of 2,534 positions, of which 191 are police officers and 2,343 are police agents;
  • c) at the third stage – with the number of 2,949 positions, of which 259 are police officers and 2,690 are police agents.

At the request of HotNews.ro to explain why the digitization project, which is supposed to simplify procedures, will eventually lead to the hiring of more than 6,000 new police officers, Dan Carbunaru said that it is about adding positions, which does not necessarily mean hiring them.

What purchases need to be made to make the system work from October 1, 2022

Regarding the purchases needed for the operation of this pilot project, Dan Karbunaru also said that 32 million lei have been allocated this year, of which 14 million lei are for machines, equipment and vehicles, and for 964 kits, each kit has a cost of 14,875 lei.

In addition, 17 million lei have been allocated for the hardware and software infrastructure necessary for the administration of these funds.

According to the PD project approved by the Government today, the Electronic Monitoring Information System (EMIS) will be developed in such a way as to ensure that location data related to an electronic monitoring device worn by a person is displayed in the geographic information system of the Unified National Emergency Call System 112 (UNSEC) under supervision, corresponding to that worn by the person under protection when the alarm is triggered.

The location data in SIME includes both the geographic position and the location accuracy associated with the electronic tracking device, as well as the time coordinates associated with the determination and transmission of each geographic position.
