Understand: last year, for the first time, the number of fines exceeded the number of motorists! Next 43 million plums were actually composed in France in 2022. This is thanks to new effectiveness of automatic radars (16.56 million penalty notices, a sharp increase of 12.6% year-on-year), the ever-increasing efficiency of private companies, the inspection of unpaid parking meters (12.8 million post-parkings, + 15.8%) and, of course, law enforcement activities with 13.4 million electronic PVs (+5%). Big news: annual statistics detailing the number of fines recorded by both speed cameras and national law enforcement (police and gendarmerie) now include an equally detailed assessment of the municipal police (excluding paid parking, as there are no more fines from 2018).

Unequal powers

Such a luxury of details allows you to determine the priorities of each person hundreds of reasons for verbalization that hang over every driver. In this way, we understand how the offenses tracked by one – on the field or behind the video screen – can differ from those observed in the viewfinder of others. Not only for urban or rural environments, but also for legal reasons.

Municipalities are not authorized to issue fines for a whole bunch of offenses no access to confidential files: driving license (SNPC), registration documents (SIV), insured vehicles (FVA) or stolen (Foves) andthey can observe crimes, but not punish them themselves. So they make up for it elsewhere. And with what efficiency! Because while the roughly 4,500 municipalities that have municipal police have fewer than 30,000 officers compared to some 200,000 national police officers and field gendarmes – busy, of course, with many other missions besides the road – the balance is clearly in favor of the local agents…

Who gets the most VP?

So the verdict? Who gets the most VP? Fine ! it is the municipal police, which out of 7.5 million tickets issued in 2022, is 1.6 million more than those issued by the National Police and Gendarmerie. But they don’t track the same offenses: 80% of municipal police charges are related to parkingand the National Police and Gendarmerie focus on the most serious offenses.
