“Technical control of two-wheelers should be introduced”, is a decision the State Council published today, reversing the government’s decision not to apply it last July. For the French Supreme Administrative Court, alternative measures proposed by the government do not meet European requirements and, for the most part, are still in draft form. Therefore, the technical inspection of two-wheeled vehicles comes into force again, more than a year after the first announcement.

Technical inspection of two-wheelers subject to public opinion?

According to the State Council, the decision taken by the government in July last year is illegal because the movement of two-wheeled vehicles is a harmful factor for the environment, due to CO2 emissions or noise pollution. Thus it would be necessary ask the opinion of the Frenchin accordance with the provisions of the law adopted in accordance with the Environmental Charter included in the Constitution.

In addition, technical control of two-wheelers is not only a means of improving ecology, but also security issues. And in this matter, the institution also believes that the government has not implemented anything effectively.

No time to bother the French?

When the Council of State requested the introduction of technical control of two-wheeled vehicles, Emmanuel Macron estimated that “This is not the time to disturb the French. » However, three associations appealed to the State Council to reinstate the measure, which has now been done.

Mandatory technical control for 125 cm³ and more

We will remind you that the technical inspection concerned only two-wheelers volume over 125 cm³. Cars without licenses must also undergo roadworthiness testing. Therefore, the smallest motorcycles and most scooters will be exempt from this measure.

There is still uncertainty about how it will be configured and what specific elements will need to be tested. Nevertheless, it should feel like a car, and in particular the handling the safety of these vehicles, the level of emissions and pollution, as well as the sound emitted by two-wheeled vehicles.
