What you need to know about rental income received in 2023
If you had tenants last year, regardless of whether they were individuals or companies, you must submit a Unified Declaration by May 27.

The form must be submitted by those who have a rent that corresponds to the self-employed category. “This is the last year when you can choose a lease in the real system. A flat rate of 20% of costs is introduced in 2024,” says Cornel Grama.
It must also be submitted to those who have income from the transfer of the use of goods for tourism purposes, if the net income is determined in the real system (that is, the income can be deducted from the expenses that are subject to deduction).
What you need to know about assessments if you have rental income in 2024
The part related to the calculation of income tax is filled out only if the tenants are natural persons. If they are companies, PFAs or activities that keep their own accounts, tax is withheld at source.
“Rent in lei or currency now has separate sections. In section II.1.1.A, after checking “Transfer of use of goods”, it is necessary to check the rent in foreign currency. If you check in lei, then the tax is final: so you don’t declare that rent next year. If you check the currency, it is filled in at the exchange rate for the date preceding the declaration: that is, if I submit it today, then with yesterday’s date. Next year, ANAF will know that next year you have to come with another declaration to adjust the exchange rate according to the 2024 average BNR rate that will be known then,” says Cornel Grama.

Who doesn’t complete?
- Those who have a lease with tax withholding, but take into account the payment of KAS on the ceiling.
- Those who rent out rooms for tourist purposes are located in private houses. This is not declared in the estimate, but only next year, when another declaration is made. When 2024 becomes regular, declare this income according to the relevant rate of income on the ANAF website.
If we have joint property, the taxpayer fills in the section according to his share of the property. If they are husband and wife, they can notarily agree that only one of them is responsible for declaring and paying taxes and contributions. Then they no longer have to submit both, but only one.
It should be noted that there is a single cost rate for rent from 2024: 20%.
