
The contract for the implementation of the unique digital portal of Romania (PDURo), a project worth 96 million lei (without VAT), was signed on Tuesday at Victoria Palace. The new IT system, which will be implemented over the next 18 months, should provide access to more than 21 online procedures in the country as well as in the EU, as well as the automated cross-border exchange of supporting elements at the European level.
The project is part of the investment in “Government Cloud Infrastructure Implementation” under Component 7 – Digital Transformation related to the National Plan for Recovery and Resilience (PNRR).
The IT system, which will be managed by Romania’s Digitalization Authority (ADR), will be developed by an association of companies led by Maguay Computers after winning a tender launched last year.
The association of companies also includes: Logic Computer, Oracle Romania, Wisevoice AI and Phoenix IT.

Digitalization Minister Bohdan Ivan, who was present at the signing of this contract at the Victoria Palace, told some details about the state services that the new IT system should provide.
- “We’ll have all our documents in the wallet segment, we’ll be able to get notifications 30 days before those documents expire, we’ll be able to set the date and time with a simple click of the mouse when we’re going to sign, take a photo for a license, a bulletin or a passport, and in this formula we will have – and this is the most important thing – direct delivery to each of the Romanians who want to integrate into this platform 24 hours a day, 7 days a week.
- We will not depend on the program of the meter, we will not depend on the mood of the official on a certain meter, but we will have a simple interaction with everything that means the Romanian state.
- From home, from vacation, from outside the country, for study, because after the integration of this module with RoeID, it also includes the eIDAS component, with which any Romanian who is in any European state or in any point of the world, it will be possible to connect to this unique portal of Romania.
- We have millions of Romanians abroad who still want to maintain contact with the country, support their parents, pay taxes on the property they own, renew their documents, and in this way we will help much more,” said the minister.
Romania’s unique digital portal should offer the following services:
- the use of a safe and reliable technical system for the automated exchange of supporting elements between public institutions throughout the European Union on a “once only” basis;
- recognition of means of electronic identification of individuals and legal entities in the community space using the implemented eIDAS node;
- the possibility of accessing public services from several public institutions using a single set of credentials (single sign-on) using the ROeID digital identification program.
According to the specification, this single digital gateway has three components that will need to be implemented:
- informational component for citizens regarding current legislation and obligations in the areas listed in Annex I to Regulation (EU) 2018/1724
- the digitization component of procedures referred to in Annex II of Regulation (EU) 2018/1724, procedures to be offered entirely online;
- a component of the implementation of the Once-Only technical system, which will allow cross-border exchange of administrative documents.
The new IT portal will replace the Electronic Single Point of Contact (PCUe), managed by the Romanian Digitalization Authority, with a new platform that meets the European standards of the Single Digital Gateway and will be integrated into “Your Europe”, available throughout the European Union in all official languages.
