Social and labor ministers from European Union member states agreed on Monday on regulations that determine when workers on platforms such as Uber and Deliveroo should be classed as employees.

The Platform Work Directive would categorize workers in “gig economy” applications as employees in certain cases. This would apply when the platform electronically supervises workers’ performance and controls factors such as how much they are paid and their working hours.

The EU bill failed to win support from EU Member States last month.
