
The director of Centrala Termoelectrica Bucureşti Sud (CET SUD) Adrian Dorin Ecobescu and the director of the Rovinari Electrocentrale branch Josip Kirik have been opened by the anti-corruption prosecutor’s office in a case in which they are accused of receiving a bribe, it is reported. to Agerpres.
According to a DNA press release sent on Friday, anti-corruption prosecutors ordered the opening of criminal proceedings and the detention for 24 hours, starting Thursday, of two commercial company administrators, one of them for committing two crimes of bribery, the crime of buying influence and for the crime of misappropriation of public auctions, and another for bribery and influence peddling, both in continuing form.
In the same material, it was decided to open a criminal case and take judicial control measures for a period of 60 days against Adrian Dorin Ecobescu and Josip Kirik for committing one crime of bribery, which corresponds to two crimes of bribery committed by one of the two administrators mentioned earlier.
At the time of judicial control, they are prohibited from performing the positions in connection with which they committed actions, the investigators report. Anti-corruption prosecutors state in the ruling that the first administrator transferred to another entrepreneur in cash and through bank transfers, justified by the simulation of economic transactions, the total amount of 514,375 lei in connection with the influence he, according to him, had on the management of two companies with a majority state capital
At the same time, he would directly transfer the total amount of 10,000 euros to the director of CET Sud, Adrian Dorin Ecobescu, in connection with the performance of an act that was part of his official duties. The same administrator, within the framework of the initiation on July 7, 2023 by a commercial company with majority state capital of the public procurement procedure through an open auction, would have reached an agreement on the price of the offers with another suspect on August 17. , 2023, as a branch manager and trustee of another commercial company, with the aim of distorting the price of a service contract.
“This agreement would lead both to the victory of the company managed by the defendant in the tender on 25.08.2023 under non-competitive conditions, and to the impact on the price of the contract to the detriment of the commercial company with majority state capital, in the amount of 134,698.06 lei without VAT, which represents the difference in cost,” the message reads.
According to DNA, the first mentioned administrator, at the instigation of another suspect, on December 20, 2023, in the county of Gorz, directly transferred the sum of 5,000 euros to Josyp Kiritsia, director of the branch of Rovinari Electrocentrale, in connection with the performance of an act that was part of his official duties .
Regarding the second administrator, prosecutors say that on September 1, 2023, he promised the president of the directorate of a commercial company with majority state capital an interest of 15%, i.e. 300,000 euros, of the value of a contract for 2,000,000 euros, which was intended for archival services that were to be appointed on the basis of a fraudulent public tender procedure.
He would also promise an interest of 15%, i.e. €120,000, on the value of the €800,000 contract, which also included archival services to be provided by direct purchase, and he would give in this regard with with these promises, the civil servant a total of 45,000 lei and 12,000 euros in five installments until January 21, 2024.
The same administrator on July 12, 2023 would have demanded from the first interest of 3.5% of the value of the invoices issued by the commercial company to two companies with majority state capital, leaving him to consider that he has an influence on almost their management and would have received cash, respectively , through bank transfers justified by simulated economic transactions, totaling 514,375 lei, anti-corruption prosecutors claim.
Investigations are also underway against six other persons who acted as accomplices/instigators in the case, DNA said. In the case, the prosecutor’s office proposed the preventive arrest of two administrators for 30 days, which was reported by the judge for rights and freedoms of the Bucharest Court.
