The draft law of Ukraine on strengthening mobilization rules, which caused heated debates, has been returned to the government for revision, the speaker of the parliament said on Thursday, Reuters reports.

The bill will allow Kyiv to mobilize more people as the war with Russia approaches two years. The bill provides, among other things, for e-mail mobilization and severe sanctions for those who violate the mobilization law.

President Ruslan Stefanchuk, after a meeting of the leadership of the Verkhovna Rada and military commanders, announced that the draft law would be finalized.

“A joint decision was made to send all developed recommendations and proposals to the government,” Stefanchuk said in Telegram.

Deputy Yaroslav Yelezniak said that in the near future there will be no steps in the parliament regarding this project.

Immediately after the invasion of Russia on February 24, 2022, thousands of Ukrainians joined the army and defended their Motherland. However, almost two years into the war, many men are trying to avoid mobilization to the front.

The bill was introduced by the government after consultations with the military and immediately drew criticism from the public and politicians.

Lawmakers and analysts said some of its provisions violate the constitution and create corruption risks.

The Committee on Security and Defense of the Verkhovna Rada considered the draft a few days before the first reading, and its decision was postponed several times.

The discussion of the draft law also revealed a split in the parliament, and many opposition deputies from the European Solidarity party of former President Petro Poroshenko accuse the leadership of the parliament of violating the rules of the parliament and obstructing coordinated activities.

“This is really the worst organization of the court under the draft law that I have seen in the last 10 years,” Yeleznyak, deputy from “Holos” noted in Telegram.

The bill must be passed in several readings and then signed by President Volodymyr Zelensky.

Last month, Zelenskyi said that the army offered to mobilize an additional 450,000-500,000 people. Army Commander-in-Chief Valery Zaluzhny said that this figure takes into account military plans and forecasts of possible losses.
