The association, led by a Turkish construction company – the same one currently responsible for the first section of the Craiova – Pitesti expressway – submitted a single proposal for the design and construction of the A3 Nădăşelu – Mihăiesti diversion, a highway currently under construction by UMB but requiring the construction of some viaducts there , where the hills carried it down – additional work for which CNAIR tendered separately. Although they are currently working on the lot in question, UMB did not apply for additional work.

UMB has been working on the A3 Nădăşelu – Mihăiesti – Zimbor since 2021, but at two critical points – in Nădăşelu and Topa Mică – the hills went down because the technical solutions developed according to the initial feasibility study did not match reality. soil

Therefore, CNAIR was forced to put out a separate tender for the diversion works, which involve the construction of two very long viaducts at the problem points. It is a surprise that the developer of the plot, i.e. the Romanians from UMB, did not submit an offer at the auction.

Instead, the only bid submitted came from an association of builders led by Turks from Ozaltyn, who currently have ongoing works on the Craiova-Pitesti expressway, Lot 1, in their portfolio.

CNAIR announces that on Tuesday, “applications were submitted for the procedure for the award of the contract for the design and execution of works for the diversion of the route located between km 10+009 – km 12+000 and km 21+406 – km 24+890, connected to the highway Brasov – Tirgu Mures – Cluj – Oradea, section 3A2: Nădăşelu – Mihăiesti (km 8+700 – km 25+500)”.

  • The estimated value of the contract is 1,114,273,701.00 lei without VAT, the source of funding is the National Plan for Recovery and Resilience (PNRR).

In Nădăşelu, “works related to the area between km 10+009 and km 12+000 involve the diversion of the route downstream by construction a 1.2 km long viaduct laid on large-diameter bored pileswithout affecting the slope in the work area in any way.”

Regarding the Topa Mică area, “the section between km 21+406 and km 24+890, the highway route will be diverted in the area of ​​km 21+406.49 by construction a viaduct with a length of about 2 km, which leads to the crossing of the route of the national road DN 1F downstream, as well as the Pârâului Topa Mică stream, reaching its left bank, in a relatively flat area. The connection to the existing route will be carried out on the section of km 24+890 of the original route.”

The A3 Nădăşelu – Zimbor highway is the first to enter PNRR funding, but now risks missing the final deadlines

The section of the Transilvania track, where the Romanians are working with UMB, is at risk of missing the deadline for funding from the PNRR, although the builder is making good progress. Additional works currently tendered risk delaying completion of the site beyond 2026, but this is a key deadline for PNRR funds.

UMB is currently operating on the Transylvania A3 in the Cluj-Selaj area, approximately 42 kilometers from the motorway, virtually the first motorway financed by the PNRR.

The work done on the sections from Nădăşelu to Zimbor and on to Porta Sălajuliu is impressive.
