The early days of 2024 are busy creating Virtual Private Space (SPV) accounts for e-invoicing. Some still can’t log in: Still trying. Others noticed, for example, on Monday, that some modules in e-Invoice simply did not work for them. Of course, there are also cases where some invoices appear in the system more than once (again, this is a common mistake that existed even before the generalization of electronic invoices).

Since this new duty is not part of the duties of accountants, people are trying to help each other in various forums and Facebook groups. They are not getting the answers they need from ANAF and Finance.

When someone has a specific bug (and there are many), they post it, and others who have solved it provide answers, explaining step by step how to solve it.

The Ministry of Finance, given that it came up with this system, should come up with a guide to errors and how to fix them. Not just with a manual that’s “easy” (as YouTube videos like to say) when situations are much more complicated than that on a case-by-case basis.

Some people have mistakenly sent a certain invoice 2-3 times and the problem they are facing is that ANAF has told them to cancel.

Some say that the system should not allow them to record the same invoice (with the same number) 2 times. In fact, this is a software error that must be eliminated by the Ministry of Finance.

But what to do when the Ministry’s system loads the same account almost 100 times? This is clearly a mistake. You take on the job of undoing… That means a lot of wasted time.

On Monday, the day Finance Minister Marcel Bolosh proudly said he had “bad news for those who thought our system was going to fail” and announced 2.7 million invoices (several), some taxpayers (having multiple invoices uploaded to the SPV) were only able to log into one. For the second, it gave them a bug. They believe that the servers would fail and would not be able to receive data that would exceed their capacity. After 5 minutes and a few more tries, they got another one.

There are cases mentioned even today as we write this article where some accounts are successfully uploaded into the system and the person who wants to upload them has errors. One is called a “fatal error” with a large code. Now they are waiting to see if other taxpayers have had the same problem to see how it can be resolved.

Others have errors when invoicing, even with some well-known invoicing programs that have integrated electronic invoicing. One suggestion in the groups was to stop using the software and try directly from the Treasury program, it might not show up. He walked through the solution, mentioning that he was using the Edge browser to do this (and there is an e-billing issue with some browsers). Another fix was after they called the payment program provider, who told them what to check and what to remove.

Some entrepreneurs want to know what errors BT-110, BT-112, BR-SO-25, etc. mean. from the MF program for an electronic account. They looked for an answer in the official documentation, but found nothing. Probably some IT guy knows the answer.

Why so many problems? Because, as the authorities said 2 days before the New Year: they tried to do it with as little money as possible. Here is the result. Life has been a challenge for many entrepreneurs, but for those who have yet to receive their SPV accounts, it is about to be.

The e-Invoice system had to be simple, all from one platform: both issuing and transmission. Do not use different programs. In addition, the state should have provided them with a digital certificate, rather than forcing entrepreneurs to buy from different suppliers just to fulfill this obligation.

Accountants have known SPV for a long time. They learned the “secrets”. In some cases, they need to use certain browsers in incognito mode to perform some operations for their customers, clear cache and more.

There are many problems, and in this material I have named only some of them. Perhaps representatives of the Ministry of Finance should go to groups and forums to explain to taxpayers what is happening and what to do in case of problems they face in practice, just to comply. It is clear that we are talking about conscientious taxpayers who want to follow the law. Others have no such problems.
