According to the response of the National Energy Regulatory Authority (ANRE) to a request from HotNews.ro, the electrical installations of Ferme Dacilor were so small that it was necessary to build a new transformer station to cover all consumption needs. The representatives of the boarding house complained to NARE, although they were connected illegally.

ANRE says that in May it received complaints from representatives of the boarding house about voltage fluctuations in the network and asked the local electricity distributor DEER (formerly Electrica Distribucie) to check the situation.

DEER discovered that the guest house was actually getting its electricity from a point of consumption 650 meters away, which had a water pump permit and a certificate of connection to a residential building with photovoltaic panels, when in fact it needed an entire transformer station to cover its consumption.

In the response to HotNews.ro, ANRE clarifies that in May 2023 it received a complaint from Alina Florentina Celacu on behalf of the company Ferma Dacilor Production, who complained about the inconvenience caused by low voltage at the point of consumption in the municipality of Gura Vadului, village of Tohani, main street No. 76B.

ANRE asked the distributor in the area, DEER, to urgently take the necessary measures to ensure the quality of the electricity distributed at that point of consumption and to monitor the voltage curve for at least seven days, and then send ANRE and the plaintiff the results of the monitoring.

On June 28, DEER notified ANRE and the claimant that the power supply to this point of consumption is via a three-phase connection connected to the low-voltage electrical network in accordance with the technical connection notice issued in 2014 for the water facility. pump” connected to the Tohan Sat substation with an approved capacity of 8 kW.

DEER said it issued a certificate of connection on May 29, 2023 for the purpose of “residential plus PV”, which also has a capacity of 8 kW. Although the connection certificate stated that no other users are allowed to be connected, the farm is fed from here via a 650 meter long installation.

In addition, DEER showed that the farm applied for grid connection in 2022 for a new consumption location, i.e. an agritourism guesthouse, but a new transformer station had to be built to cover the consumption needs.

The values ​​of electric voltage in the network in the area were normal

The distributor also sent the regulator to check the voltage readings at the Tohani Sat station and they were within normal limits.

At the same time, NARE states that it has not received any appeals or complaints from residents of the district regarding possible voltage fluctuations in the period from November to December 2023.

The victims had no chance

And the prosecutors who conducted the case claimed that the hostel operated in systematic violation of the law.

The chances that the victims of the fire at Ferma Dacilor could be saved were almost non-existent, given the numerous problems the guest house, which was connected to the electricity network from a water pump owned by an individual, was having. with a capacity of 8.00 kW, which is insufficient to maintain the boarding house, it is stated in the document with the prosecutor’s proposal for arrest.

Businessman Cornel Diniku, who founded and managed the Ferma Dacilor tourist complex, claimed that the fire, which killed eight people, was deliberately set.

A preventive measure was chosen in his name, which the businessman appealed.
