The changes to the new Tax Law (L296/2023) regarding the salaries of IT professionals are effective from November. Many people in the field still don’t know how this affects their salaries.

HotNews.ro presented some calculations last week, and they are correct. The Ministry of Finance has officially sent us a document that explains how the salary of IT professionals is calculated.

In short, the ministry tells us that 10,000 lei are not subject to income tax (10%) and contributions to the second level of pensions (3.75%), and anything above is taxed in the usual way.

These things will also be taken into account in Statement 112, which will soon be updated by ANAF.

The average gross salary in August for employed IT scientists was 14,453 lei. This means that they received (net) 9392 lei.

With the tax changes starting in November, they will receive 9,466 lei. That is, they will have a small salary increase.

However, if someone earned 20,000 lei, he will receive 12,706 lei instead of 13,000 lei. That is, he will experience a decrease in income.

However, if IT professionals wish to continue contributing to Pillar II for 10,000 lei and request it from their employer, they will receive a lower net salary.

They will have an impact later when they retire, but it comes down to everyone’s financial knowledge, personal outlook on the future, and current need for money. They can choose to transfer that money to Tier III or an investment fund if they are thinking about the long term.
