
The new tax law (296/2023) introduces a new system called RO e-Seal. Dan Manolescu, president of the Chamber of Fiscal Advisors, explains what that means.
“It’s a new type of fiscal administration tool where it’s desirable to install some devices on vehicles to ensure tracking of certain goods,” he says.
In essence, it duplicates a number of elements that are already electronic transport, but it will be targeted, as we understand from the law.
There is no executive order that ANAF has to issue together with the customs authority: they have 60 days from the date of the law.
“It actually involves the purchase of, most likely, mobile GPS devices that will be mounted on vehicles, with a tracking application, probably Google Maps or something like that, a map application that will actually show that the appropriate route is being followed or will know at any point -what moment this vehicle is with these goods,” explained Dan Manolescu.
The authorities will only use the system in the case of those firms which, according to the risk analysis, are considered to be subject to supervision in this way.
“So essentially we will have, as we had with e-Transport, a range of risk products. We will have a series of risky products and risky companies that will be included in this surveillance system. Electronic transport will probably be generalized and targeted at all economic operators,” explained the president of the Chamber of Fiscal Consultants.
In addition to e-transportation, we will also have this e-Seal, which involves step-by-step or meter-by-meter tracking of each vehicle.
“We understand that minute-by-minute tracking of high-risk cargo and operators deemed risky is desirable,” Manolescu explained.
